David Choquehuanca Céspedes (born May 7, 1961 in Cota Cota Baja , Huarina municipality , Omasuyos province , La Paz department , Bolivia ) is a Bolivian politician and was Bolivian foreign minister from January 23, 2006 to January 23, 2017 .

biography

After attending elementary school, in 1980 he obtained his university entrance qualification ( Bachillerato ) at the Colegio "General José Miguel Lanza". After studying philosophy at the Escuela Normal Superior " Simón Bolívar " he joined the Indian Agriculture - union "Confederación Sindical Unica de Campesinos de Bolivia" (CSUTCB). In 1985 he completed another degree at the Escuela Nacional de Formación de Cuadros Niceto Pérez in Cuba . As a co-founder of the Movimiento Campesino Indígena peasant movement, he was also a co-organizer of the resistance movement "500 Años de Resistencia" in 1987. This led to his being appointed national coordinator of the indigenous smallholder movement NINA in 1988 and as a lecturer in history and anthropology at the Universidad Mayor de San Andrés (UMSA) in 1990 . Between 2001 and 2002 he was a lecturer in a course in higher diplomacy with a focus on the rights of Indian peoples at the Universidad Cordillera .

Choquehuanca, who, like President Evo Morales, comes from the Aymara people , also worked as an activist for the rights and interests of the Aymara with international interest groups. He later became an advisor to Morales.

He advocates an end to the dependence on the USA and a new cooperation with Venezuela , Cuba and Nicaragua .

In the course of protests against a road construction project through the Isiboro-Secure national park and indigenous reserve, David Choquehuanca was detained for four hours by demonstrators on September 24, 2011 and forced to pull them over a blocked bridge.
