The German Research Institute for Public Administration (FÖV) in Speyer is jointly supported by the federal and state governments and is the national German administrative institute. It is a non-university research institution with the legal task of research and advice in the field of administrative sciences , especially in the context of interdisciplinary research. The practical tasks and needs of public administration at all national and international levels are given special consideration. The FÖV is part of a worldwide scientific network and cooperates with national and international organizations. The director of the FÖV and head of the area of ​​political and administrative advice is the legal scholar Jan Ziekow . The institute has the main research areas “Transformation of the State in Times of Digitization” and “European Administrative Area”. The advisory units of the FÖV include the Institute for Legal Impact Assessment and Evaluation (InGFA), the Institute for Administrative Reform (InVR) and the Institute for Administrative Communication (InVK). The offer is supplemented by the Public Service Research Center (FÖD).

Legal form and organization

The institute is a legal entity under public law with its own organs. It is under the supervision of the Rhineland-Palatinate Ministry for Science, Further Education and Culture. The institute is financed jointly by the contracting parties on the basis of an administrative agreement between the federal and state governments within the framework of Art. 91 b GG.

Scientists from Germany and abroad can be appointed as fellows at the institute. You will work with academic speakers on interdisciplinary projects in research and consulting.

The work of the FÖV is supported by the institute's administrative council. This safeguards the interests of the institute's sponsors and consists of 21 representatives from the federal and state governments. Furthermore, the advisory board, consisting of the scientific advisory board and the user advisory board, evaluates the work of the FÖV.

history

prehistory

  • 1956: The idea of ​​establishing an institute for administrative sciences goes back to a proposal by the Federal Ministry of the Interior in connection with the establishment of the German section of the international institute for administrative sciences on January 20, 1956. Due to the positive assessment of the university's achievements at the time. and advanced training, and because it was jointly supported by the federal government and all federal states (at that time with one exception), Speyer was seen as an “ideal place for the urgently needed expansion of administrative research and the comprehensive planning of development work in the field of administration and of administrative law ”in Germany.
  • In 1961, the university's senate began to consider setting up an institute for “research and information”.
  • In 1962, the university's internal establishment decision followed with a summary of the research assistant positions. One of these research assistants was Niklas Luhmann .
  • In 1965, the Prime Minister of Rhineland-Palatinate issued a decree on January 31, 1965 as a unit within the university. The rector of the university was also the managing director of the institute; Financing and material resources came from the university budget.

  • In 1976 the FÖV became independent through the establishment of the Research Institute for Public Administration at the University of Administrative Sciences Speyer by order of the Prime Minister of Rhineland-Palatinate on May 31, 1976 [GVBl.   • 1982–1984 followed the planning and construction of the institute building, which was inaugurated on June 29, 1984.
  • In 1991 she joined the "Blue List Research Group" (today the Leibniz Association ).
  • In 1991/1992 the five new federal states joined the institute's administrative council.

Research priorities

The research program of the FÖV is regularly revised and approved for 3 years. The research topics are processed in program areas. There are currently two program areas on the topics of “Transformation of the State in Times of Digitization” and “European Administrative Area”. Mario Martini is the head of the “Transformation of the State in Times of Digitization” program area, and Ulrich Stelkens is the head of the “European Administrative Area ” program area .

Consulting focus

In addition to research, the FÖV offers various consulting services for politics and administration. The advisory units of the FÖV include the Institute for Legal Impact Assessment and Evaluation (InGFA), the Institute for Administrative Reform (InVR) and the Institute for Administrative Communication (InVK).

Institute for Legal Impact Assessment and Evaluation (InGFA)

The InGFA analyzes and evaluates the consequences and effects of legislative projects and political packages of measures. The InGFA also includes the Competence Center Youth Check (KomJC) based in Berlin. The task of the KomJC is the implementation and further development of the test and awareness-raising instrument “Youth Check”.

Institute for Administrative Reform (InVR)

The InVR advises politics and administration on issues of administrative modernization such as administrative process management, citizen participation procedures, administrative structure and regional reforms.

Institute for Administrative Communication (InVK)

Projects to simplify the administrative language are the focus of the activities of the IAC.

Publications

The work results of the institute are published in specialist journals, appear by external publishers or in the in-house publication series "Speyerer Research Reports" or "FÖV Discussion Papers". All publications can also be found on the document and publication server (DoPuS) of the research institute and the University of Speyer.

As of January 2019, a total of 291 research reports and 86 discussion papers have been published.

The FÖV is located in Speyer in the Rhine-Neckar metropolitan region .

The building is on the campus of the German University of Administrative Sciences Speyer at Freiherr-vom-Stein-Str. 2 in the second row to the west behind the Sep Ruf building complex . The stairwell of the office building, which was built in 1984 as an extension to the university's department building, is decorated with frescoes by Paul in den Eicken .
