The Diaconal Work of the Evangelical Lutheran Church of Hanover e.V. was one of 23 regional associations of the Diaconal Work and, with its facilities, was one of the largest welfare associations in Lower Saxony .

The seat of the association was the Lutherhaus in Ebhardstrasse 3A in the Hanover-Mitte district . The Diakonisches Werk in Lower Saxony took over the tasks of the Diakonisches Werk on January 1st, 2014 .

history

In 1848 the theologian Johann Hinrich Wichern designed the Inner Mission program against spiritual and material poverty at the Wittenberg Kirchentag and founded organized diakonia.

The predecessor of today's Hanoverian institution was the Evangelical Association , founded in Hanover in 1865 with the participation of Gerhard Uhlhorn , whose neo-renaissance- style club house on (today's) Prinzenstrasse was destroyed during the Second World War in 1943 during the air raids on Hanover . This association merged in 1877 with the main association for Inner Mission, which was founded in 1867 .

In 1945 the relief organization of the independent welfare organization was founded. At the same time, the regional churches founded the aid organization of the Evangelical Church in Germany , which was able to establish itself in Hanover in 1948. In 1948 the "Regional Association for Inner Mission" was founded. In 1968 the inner mission and the relief organization in Das Diakonisches Werk - Inner Mission and Aid Organization - the Ev.-luth. Regional Church of Hanover together. The managing association of the Diakonisches Werk - Innere Mission und Hilfswerk - the Ev.-luth. Regional Church of Hanover e. V formed. As the umbrella organization of regional diaconal works, it supported and coordinated the institutions and professional associations affiliated to it, which are organized at state level. It advises its members, the institutions, church districts and parishes on organizational, conceptual, legal and financial issues.

The diaconal work of the regional church had more than 400 members with more than 3000 facilities and services (including kindergartens, youth welfare facilities, old people's homes, hospitals, stationary hospices, advice centers for people in special situations and self-help groups and initiatives) with 40,000 employees and more than 20,000 volunteers. The Diakonisches Werk was also responsible for the voluntary social year as well as the community service . It was also a partner in ProDiako gGmbH.

The Diakonische Werk was connected in the Diakonie Niedersachsen with the Diakonische Werks of the member churches of the Confederation of Evangelical Churches in Lower Saxony and was a member of the Diakonisches Werk of the EKD. The Diakonisches Werk was a member of the Lower Saxony free welfare organization .

The Diakonisches Werk used buildings in the Mitte district at Ebhardtstrasse 3 (main building). The largest room on the top floor is the Wichern Hall, named after Johann Hinrich Wichern . The inside of the building is connected to the Wunder-Haus on Friedrichswall. Both buildings are under monument protection .

According to § 10 of the statutes, the diaconal work was controlled by three organs: General Assembly, Presidium and Board of Directors.

General meeting

According to § 11, the general assembly was the highest organ of the diaconal work. Each member has one vote, guest members have an advisory vote. The regional bishop is to be invited to the general assembly. The general assembly establishes general principles for the activities of the diaconal work, its members and the presidium. It suggests new tasks and monitors the statutory activities of the organs. It receives the activity report of the Presidium, elects the members of the Presidium, sets the annual fee, is responsible for changes to the statutes, if necessary the resolution on the dissolution of the Diaconal Work and other tasks according to § 11 of the statutes. The president of the Diakonisches Werk leads the general assembly, which has to be called at least every two years. In principle, it has a quorum regardless of the number of members present. It generally makes decisions with a simple majority (exceptions: exclusion of members, dissolution, certain amendments to the articles of association), a tie means the rejection of an application. A record is to be made of the resolutions and negotiations of the general assembly.

According to the statutes, the Presidium consisted of up to 16 members. The voting members are elected for six years. The two members of the Board of Management belong to the Presidium in an advisory capacity. The regional bishop and currently two representatives are to be invited to the meetings of the Presidium, who can speak at any time and submit applications. The Presidium therefore currently consists of a total of 20 members. The presidium is headed by a president. The Presidium was responsible, among other things, for the establishment of general guidelines within the framework of the resolutions of the General Assembly. It was responsible for the adoption of legal provisions of the Ev.-luth. Regional Church of Hanover , the Confederation of Protestant Churches in Lower Saxony , the Evangelical Church in Germany and its diaconal work . Working method

The meetings of the Presidium were convened in writing as required, but at least three times a year. If at least eight voting members are present, the Presidium has a quorum. Resolutions were made with a simple majority of the votes cast. A tie means the rejection of an application. The right to vote is suspended if personal interests are affected or a decision has to be taken on measures in which individual members of the Presidium have participated. A record had to be made of resolutions and negotiations .

Board

The director and the deputy director formed the board of the Diakonisches Werk. The term of office of the board members was five years. A longer term of office was possible for objective reasons, as was reappointment. The board of directors called its meetings informally. The board of directors managed the business of the Diakonisches Werk within the framework of the resolutions of the general assembly and the presidium. He represented the diaconal work in public. The liability of the board is limited to gross negligence and intent. The Presidium oversees and advises the Board of Directors. The chairman of the presidium (president) and the president of the regional church office can take part in the board meetings.
