Service regulations of the Bundeswehr

Service regulations of the Bundeswehr are service instructions for the bureaucratic regulation of work processes in the division of the Federal Ministry of Defense . They are binding for the soldiers as well as for the civilian employees of the Bundeswehr and the Ministry of Defense.

Meaning and types

The basic features of the service regulations of the Bundeswehr (DvWesBw) arose after the Second World War . Core elements of the Bundeswehr as a parliamentary army with a clear separation between armed forces and administration are reflected in the regulations as well as the prominent role of the Federal Ministry of Defense (BMVg).

Organizationally, the Federal Minister of Defense is divided into the Ministry itself and the Bundeswehr, which in turn consists of the civil and military organizational areas.

Overarching regulations for the entire business area ( Central Service Regulations - ZDv) are issued by the Federal Ministry of Defense mainly in the form of service regulations and decrees .

A large number of regulations exist in the area of ​​the Bundeswehr. In the armed forces and military organizational areas, the army (“HDv”), air force (“LDv”) and naval service regulations (“MDv”), but also directives and special instructions (BesAn) can be found, e.g. B. The regulatory landscape is completed by a large number of technical regulations ("TDv") for almost any technical device.

Reform efforts

As part of the realignment of the Bundeswehr , Federal Minister of Defense Ursula von der Leyen finally brought into force on February 13, 2014 the Central Service Regulation "A-550/1 Regulatory Management", which was provisionally issued on September 9, 2013 by then Federal Minister of Defense Thomas de Maizière set. In addition to deregulation, the aim of this administrative reform is an IT-based "active regulation management" (ARM), "with which users are provided with a central, user-friendly and future-proof platform for the revision-proof creation, coordination and seamless provision of regulations". The 140 different types of regulation are to be reduced to just 12. In addition, the Federal Ministry of Defense should only be active strategically and politically (setting the framework), while the lower levels are responsible for the operational regulations.
