Donald Kaberuka

Donald Kaberuka (born October 5, 1951 in Byumba ) is a Rwandan economist , development expert and was President of the African Development Bank .

Life

Kaberuka studied in Tanzania and Scotland and earned a Masters in Business Philosophy and a Ph.D. in Economics from the University of Glasgow .

In October 1997, Kaberuka was appointed Minister of Finance and Economic Planning of Rwanda. In his eight years in office he made a significant contribution to stabilizing the national economy after the genocide of 1994 . He successfully launched the Reconstruction and Economic Reform Program, which introduced new systems of political governance and coordination in structural, monetary, budgetary and fiscal issues, with particular emphasis on the independence of the Rwandan central bank. These reforms resulted in economic recovery and sustained economic growth, which enabled Rwanda to qualify for debt relief under the Highly Indebted Developing Countries Initiative in April 2005 . During this period, inflation rose from around 3.3% in 2000, 8.7% in 2003 and 12.6% in 2004. Energy (electricity) and food prices in particular rose sharply in 2004 and 2005.

From September 1, 2005 to August 31, 2015, he was the seventh President of the African Development Bank (AfEB) for two terms . During his tenure, he underlined the importance of the private sector and infrastructure development (road, rail, power plants and telecommunications) in terms of regional integration and cooperation.

On May 16, 2019, Kaberuka was elected Chairman of the Global Fund for two years .

Kaberuka is fluent in English, French and Swahili .
