Dudley Francis Stuart Ryder, 3rd Earl of Harrowby PC (born January 16, 1831 in Brighton , East Sussex , † March 26, 1900 in Sandon , Staffordshire ) was a British politician of the Whigs , the Liberal Party and later the Conservative Party , the Was a member of the House of Commons for 17 years and became a member of the House of Lords from 1882 . He served as Minister of Commerce (President of the Board of Trade ) between 1878 and 1880 and as Lord Seal Keeper from 1885 to 1886 .

Life

Family background and studies

Ryder was a grandson of former Foreign Secretary and long-time Lord President of the Council Dudley Ryder , who inherited the title of 2nd Baron Harrowby in 1803 and was raised to 1st Earl of Harrowby in 1809 . His father was his eldest son Dudley Ryder , who inherited his title in 1847, held the office of Chancellor of the Duchy of Lancaster in 1855 and also held the office of Lord Seal Keeper from 1855 to 1857. His mother, Lady Frances Stuart, was the daughter of John Stuart, 1st Marquess of Bute .

After attending the renowned Harrow School , he studied at Christ Church at the University of Oxford .

Member of the House of Commons and Minister of Commerce

As a supporter of Prime Minister Henry Temple, 3rd Viscount Palmerston , he first joined the Whigs, for whom he was first elected to the House of Commons on May 30, 1856 in the Lichfield constituency . He represented this constituency until April 28, 1859 and joined the Liberal Party in 1859. He served temporarily as Deputy Lieutenant of the County of Staffordshire , where he as Chairman of the County Council (County Council) as well as a magistrate (justice of the peace) worked.

After Ryder had meanwhile left the Liberal Party and joined the Conservative Party, he was re-elected to the House of Commons on November 17, 1868 and represented the constituency of Liverpool until November 19, 1882 . When his father died on November 19, 1882, Ryder inherited his title as 3rd Earl of Harrowby , 3rd Viscount Sandon and 4th Baron Harrowby . As a result, he also became a member of the House of Lords, to which he belonged until his death.

Prime Minister Robert Gascoyne-Cecil, 3rd Marquess of Salisbury , appointed the Earl of Harrowby on June 23, 1885 as Lord Privy Seal in his first cabinet, to which he was a member until February 1, 1886.

On October 3, 1861, he married Lady Mary Frances Cecil, whose father Brownlow Cecil, 2nd Marquess of Exeter, was among other things Lord Chamberlain of the Household twice .
