At the age of 12, Skinner already showed his above-average talent as a runner. As early as 1952, he won over 100 and 220 yards at the Coronation Sport Meeting in the Queen's Park Oval . In 1959 he was still in the shadow of Wendell Mottley , from whom he only broke away in the following years. In 1962 he held the national records over 200 and 400 meters. That same year he went to the University of Maryland , where he became a member of the university team, with which he set an indoor world record in the 4-by-440-yard relay.

At the Olympic Games in Tokyo in 1964, he reached eighth place in the 400-meter run and the team bronze medal in the 4-by-400-meter relay , together with his teammates Kent Bernard , Edwin Roberts and Wendell Mottley, behind the Teams from the United States (gold) and the United Kingdom (bronze).

He won another bronze medal over 400 m at the Central American and Caribbean Games in 1966.
