The Eichplatz is the large central square in Jena . It is framed in the north by Johannisstrasse, in the east by Rathausgasse and in the south by Kollegiengasse. To the west it borders the Neue Mitte shopping center . Above it rises the JenTower skyscraper (formerly the university skyscraper ) as a dominant height. Other striking adjoining buildings are the historic town hall, the town church and, in some cases, the Collegium Jenense , which also houses the Eichplatz lecture hall.

The city center of Jena has been densely built up to the market square since the High Middle Ages . In October 1806 a block of houses burned down in the northwest of the old town during the Battle of Jena . It was not rebuilt, and the gap emerged as the place of fire . It was given the name Eichplatz because of an oak tree planted in its midst in 1816 by students of the original fraternity . Since 1883 the fraternity monument of Adolf Donndorf commemorated this time . It was removed in 1947 and placed in front of the main university building in 1951. In the years 1968/69 the GDR urban planning removed the four-sided square ensemble of the Eichplatz including the fraternity oak by blasting and leveling. Only its north side along Johannisstrasse was preserved. So, based on an idea by Hermann Henselmann, the space for the construction of a research center for the VEB Carl Zeiss Jena company was created in the form of a giant telescope, which has been rising roughly on the site of the historic Eichplatz since 1972.

From Cosmonauts' Square to the new Eichplatz

To the east of the tower construction site was a wide, undeveloped and only partially designed area sloping to the east, which reached from the Holzmarkt along Löbderstrasse over the northwest side of the market to Johannisstrasse and served as a parking lot. It was created in 1947 through the rigorous clearing of the central part of the old town, which was badly destroyed by bombing during the Second World War . The open space was converted into a parade area surrounded by parking lots and horticultural facilities (the construction law of the German Democratic Republic required a central parade area). The whole thing was called Central Square , but from 1979 the Cosmonaut Square .

Citizens forums and demonstrations with up to 40,000 participants were held on the square during the collapse of the GDR in November 1989.

In the 1990s, the space of the cosmonauts was given the name of the Eichplatz, which is only remembered. At the end of the 1990s, the market passage was built towards the market square. During the same period, the City Carree was built , which restored the spatial separation from the Holzmarkt.

Currently, the tree-lined Eichplatz is mainly used as a parking lot. There is also a 2,000 m² green area with a playground. The tree population consists mainly of plane trees and winter linden trees . Flea markets and annual markets take place on the site.

Planning

In 1993 there was an urban planning competition that Trojan, Trojan + Neu from Darmstadt won. Another basis is the feasibility study by DU Diederichs Projektmanagement. The study was not published.

The square is owned by the city of Jena (as of early 2011), which intends to sell it to investors . The standard land value was given as 870 € / m² (as of December 31, 2010). The current development plan provides for large-scale development: "In addition to securing orderly urban development, it is above all about extensive investment security at this exposed location". The plan is vaguely based on the medieval borders. The two planned structures combine the originally small-scale structure into large volumes. The focus of use in the southern building will be retail . With a sales area of ​​10,000 m², it met the lower limit of the definition of a shopping center .

A multi-level underground car park is to be concreted underneath . The hydrogeological report comes to the assessment: "The elevations of 0.23 m to 0.59 m calculated for the 2-storey underground car park and the corresponding downstream depressions have a significant impact on the surrounding buildings". It goes on to say: "In principle, the execution of a white tank (water-impermeable concrete) is recommended due to the existing and thus pressing groundwater in the probable foundation area ".

The microclimatic report predicts: "The PMV value, a measure of thermal comfort , experiences a partially significant deterioration in areas such as the new small Eichplatz and the southern Rathausgasse, which is primarily due to reduced flow speeds On the other hand, areas north of the two construction fields of the new development receive positive bioclimatic effects due to the shadow effect. Changes in the planned tree population could have a positive effect here.

With the exception of the area of ​​the future underground car park access in Weigelstrasse, there are currently no indications of a deterioration in the air hygiene situation in the study area due to the planned development of the Eichplatz. All changes with regard to the particle concentrations are in an order of magnitude well below the permissible limit value. "

Citizen participation

In 1992 an open-ended public participation was carried out. The urban design / use working group formulated the following goal, among other things: “In the inner city area, large, bulky buildings - such as B. ultra-modern department stores - nothing to look for ”. The working group on traffic / open spaces demanded that "the traffic flows around the city center". In 1995 a final thesis paper was formulated. According to Siegfried Ferge, who was involved at the time , the theses developed by the citizens "then more or less disappeared into nothing".

In autumn 2010, a citizens' initiative was founded that rejects the current plan. From their point of view, the planning neither meets the needs of the residents nor does it meet the requirements of integrated urban development . She complains that there has been no discussion about setting priorities other than trade . Other conceivable concepts, such as market hall, city park, cultural center, art museum or mixed forms of these, have never been seriously considered. Your street survey of more than 300 passers-by also showed that over 90 percent of Jena residents are against the sale of the square. The application for a referendum , which sought to implement a stronger public participation , was rejected by the legal office of the city of Jena on the grounds of a time limit.

In May 2011, when the property was tendered, a Europe-wide competition for “the most convincing ideas and the most coherent concepts” began. Ten interested parties face this procedure. The names of these potential investors are not published. You should submit concepts that will be judged by a jury according to urban planning, architectural, ecological and economic criteria .

In addition to three representatives from the Jena City Council and five specialist jury members, this jury also includes three citizens who were selected by lottery . The citizens' initiative criticized this jury. Both jury meetings took place in camera. On February 22nd, 2012 the Lord Mayor Albrecht Schröter and the city administration presented three recommendations to the jury: Jenawohnen, ECE and OFB. Schröter is a member of the Board of Trustees of the ECE-affiliated Lebendige Stadt Foundation . Shortly after the announcement of the vote, a jury member wrote an open letter to the public: only Jenawohnen had been recommended. The citizens' initiative "Mein Eichplatz - Our Jena" called for the proceedings to be stopped.

A public survey took place from June 19 to July 19, 2012. 15,000 representatively selected citizens were able to submit their vote in writing; an online survey was also carried out. The scientific monitoring and evaluation was carried out by the Ernst Abbe University of Applied Sciences . Around 2200 citizens made use of this possibility of voting on the Internet. Around 4600 completed questionnaires were returned (corresponds to a response rate of 30.5%). As a result of the survey, 69% were in favor of rebuilding the Eichplatz area.

decision

Before the city council's decision to sell the Eichplatz, the 9975 m² were expected to generate proceeds of around 8 million euros. From this sum, however, the archaeological excavations for clearing the construction site, which will begin in spring 2014 and continue until 2015, have to be settled. Overall, the city administration does not expect a profit due to the sale because of necessary development measures and media relocations as well as lost income.

At a closed meeting on December 4, 2013, the coalition majority in the city council, consisting of the CDU, SPD and the Greens, decided in favor of the overall concept of the companies OFB and jenawohnen.

In the 2014 citizens' survey, a majority of 62.0 percent of the at least 16-year-old citizens of Jena voted against the development plans. In February 2017, the city council approved the plans that were subsequently changed by Albert Speer + Partner as part of an ideas workshop ; the sale of part of the site was approved in June.
