Federal popular initiative "For a single social health insurance fund"

The subject of the federal popular initiative "For a single social health insurance fund" of March 11, 2007 was an amendment to Article 117, Paragraph 3 of the Swiss Federal Constitution . The initiators of the popular initiative wanted to oblige the federal government to set up a unit fund for compulsory health insurance and to set the premiums according to the income and assets of the insured. The popular sovereign decided very clearly against the idea of ​​a single social fund with 71.2% no votes.

Text of the popular initiative

The Federal Assembly of the Swiss Confederation,
based on Article 139 Paragraph 3 of the Federal Constitution, after examining the popular initiative “For a single social health insurance fund” submitted on December 9, 2004 and having considered the Federal Council Dispatch of December 9, 2005,
decides :

Art. 1
1 The popular initiative of December 9, 2004 “For a single social health insurance fund” is valid and will be submitted to a vote by the people and the cantons.
2 The popular initiative is:

The federal constitution is amended as follows:

Art. 117 para. 3 (new)
3 The federal government is setting up a single fund for compulsory health insurance. The authorities, the service providers and the representatives of the insured are represented by an equal number of people on the administrative and supervisory boards.
The law regulates the financing of the fund. It sets the premiums according to the economic performance of the insured.

The transitional provisions of the Federal Constitution are supplemented as follows:

Art. 197 no. 8 (new)

8. Transitional provision to Art. 117 Paragraph 3
(Compulsory Health Insurance)
The unified
health insurance fund will start its work no later than three years after the adoption of Article 117 Paragraph 3. It takes over the assets and liabilities of the existing compulsory health insurance institutions.

Art. 2
The Federal Assembly recommends the people and the cantons to reject the initiative.
