First aid facilities
First aid facilities are technical aids to rescue from danger to life and health. The name comes from the German workplace law and is also used in the autonomous law of the accident insurance carriers.
Legal bases
The Workplace Ordinance requires that first aid equipment be available wherever the working conditions require it. According to the technical logic, the term "first aid equipment" includes first aid equipment as well as first aid equipment in the sense of the technical rule for workplaces ASR A4.3 "First aid rooms, equipment and facilities for first aid". This workplace rule contains the above definition of first aid facilities and specifies it in a special section.
In the autonomous law of the accident insurance institutions, an accident prevention regulation (DGUV regulation 1 “Principles of Prevention”) sets requirements for first aid facilities. It specifies a single standard of the Seventh Book of the Social Security Code (Section 15, Paragraph 1, Number 5, SGB VII).
The addressee of the workplace ordinance is the employer who operates a workplace . The term employer (according to Section 2 of the Occupational Safety and Health Act ) is very broad. The addressee of the accident prevention regulation is the entrepreneur within the meaning of Section 136 (3) SGB VII.
Individual facilities
First aid facilities include reporting facilities, rescue transport equipment and rescue equipment. The accident prevention regulations also include first-aid rooms , while the workplace rules place these rooms on an equal footing with facilities and resources for first aid .
Reporting devices
Signaling devices are means of communication to the emergency an immediate emergency to settle. The most common are telephones with an indication of the emergency number. They must meet the criteria of being accessible at all times and enabling an emergency call to be made immediately. The employer's duty to create reporting facilities even has legal status in Germany (Section 10 of the Occupational Safety and Health Act ).
Depending on the risk assessment , other reporting devices may also be required. If stationary reporting equipment is not possible, radio equipment is also permitted. When working alone can personal security systems may be required.
In addition to the provision of reporting equipment, the accident prevention regulation requires that the employer also takes organizational measures so that the necessary help can be called immediately and directed to the place of use. These organizational measures can be formulated as an alarm plan .
Rescue vehicles
Rescue vehicles are used for the professional, gentle transport of injured or sick people for further care in the first aid room , to the doctor or to the hospital . As part of the risk assessment, the employer must check whether the public rescue service can easily reach all conceivable locations on the company premises (also with a cot ). If this is not the case, the employer must provide suitable means of transport. This can be, for example, rescue sheets or grinding basket stretchers .
Rescue equipment
Rescue devices are technical aids for rescuing people from dangerous situations. According to the risk assessment, they are to be kept available if there are special requirements in workplaces in the case of rescue measures. This is the case, for example, in hard-to-reach workplaces (see also rescue at heights ) or in accidents involving hazardous substances . Examples of rescue equipment are eye showers , fire blankets , spreaders , abseiling rescue devices .
