The law on the reorganization of the railway system (Railway Reorganization Act - ENeuOG) of December 27, 1993 arose from the need to revise Directive 91/440 / EEC on the development of the Community's railway companies - independence of railway companies from state influences, financial recovery of companies, separation of the railway infrastructure from the transport sector, opening up the rail network to third parties - to be implemented in German law. At the same time, the special assets of the Deutsche Bundesbahn and Deutsche Reichsbahn were to be merged into an unincorporated federal special fund under the name of the Federal Railroad Fund . The reorganization of the railway system in Germany initiated by this law is also known as the railway reform .
