Emmanuel Constant Prismes Ghislain Baron van der Linden d'Hooghvorst (born June 7, 1781 in Brussels , † April 15, 1866 ) was a Dutch and later Belgian politician.

D'Hooghvorst, from an old Brabant family, received from the provisional government of Belgium in 1814 the highest administrative position in the provincial forest department, in which he was also confirmed by the king; but later he resigned from office, became a member of the provincial estates and, because of his wealth and charity, had great influence among the lower class in Brussels. When the Belgian Revolution began in August 1830, d'Hooghvorst became head of the National Guard, was involved in old incidents and became a member of the Provisional Government . From February 1831 he was in command of all Belgian national guards and in 1833 became civil governor of Antwerp . From 1807 to 1866 he was mayor of Meise .
