He came from the Werler family of Erbsälzer von Lilien . After graduating from the Archigymnasium in Soest , he studied in Berlin and Goettingen jurisprudence . In 1827 he passed the examination to become an auscultator and in 1830 a trainee lawyer at the Hamm Higher Regional Court . In 1830 von Lilien was released from civil service at his own request in order to be able to work in the iron and steel works administration of the Werl saltworks. In 1832 and 1834, as Colonel of Salters, he was the highest representative of the Salters' College. In addition, von Lilien's legal advisor was the heir salter from Werler.

Since 1830 he was married to Josepha Johann von Boeckenfoerde gen. Von Schüngel and through his wife in 1835 became the manor owner of the house of Echthausen in the Arnsberg district . The author Anna von Lilien-Echthausen emerged from this marriage.

Also in 1835 he was elected district administrator for the Arnsberg district and was appointed district administrator after passing the relevant examination. Von Lilien held this position until 1883, when he retired from civil service for reasons of age.

Politically, von Lilien was deputy chairman of the Provincial Committee of the Province of Westphalia and Vice- Landtag Marshal (i.e. vice-president) of the Provincial Landtag . In 1847 he was a member of the United State Parliament . There he belonged to the parliamentary group around Otto Theodor von Manteuffel ("parliamentary group in the English house").

In addition to various awards, von Lilien was elevated to the status of hereditary baron by the Prussian king in 1840 and received the title of Prussian chamberlain .
