Ferdinand Wagner was the son of Ferdinand Wagner senior, who worked as a drawing teacher at the Passau trade school, and should not be confused with the Schwabmünchen artist Ferdinand Wagner . He received his first training from his father, then in Munich, followed by a stay in Italy in 1867/68.

After his return to Germany, he attracted attention with the painting of the former tenor-mayer in Munich, and as a result he received numerous orders as a decorative painter . In 1889, Wagner acquired Veste Niederhaus , previously dedicated as a barracks, and sold it to the painter Eduard Stroblberger in 1907 after falling out with local politicians in the course of planning the construction of the Luitpold Bridge . Wagner moved to Munich, where he died in 1927 at the age of 80. Wagner's body was transferred to Passau and buried in the high cemetery.

Of Ferdinand Wagner's works, the wall and ceiling paintings in the Munich Ratskeller and in the Deutsches Theater , the decoration of the dining room in the Drachenburg near Königswinter am Rhein , the decoration of the Roth and Luitpold cafés in Munich and the Tivoli restaurant in London received particular attention . To this end, he made numerous decorations for the steamship Fürst Bismarck in 1890/91 . In Passau, he created the two images of the state in the Great Town Hall and painted the town hall and, from 1886 to 1890, the Ratskeller. From 1892 he was busy with follow-up orders until 1916 with the painting of Ratibor Castle near Roth , where in 1894 he painted the main picture "Thriumph of Aphrodite". Other works still preserved are the facade paintings on the town hall of Schwyz (1891), the ceiling painting in the New Great Ballroom of Bückeburg Castle (1895), the decoration of the Great Hall in the Munich Hofbräuhaus (1897) and depictions in the tower hall of the New Town Hall in Hamburg (1899 ).

Ferdinand Wagner received numerous honors in Passau. In 1887 he was granted honorary citizenship, and Ferdinand-Wagner-Strasse and the Ferdinand-Wagner-Saal in the Ratskeller, which he painted, were named after him.
