Fernando Chui Sai On

Fernando Chui Sai On ( Chinese  崔世安 , Pinyin Cuī Shì'ān , Jyutping Ceoi 1 Sai 3 On 1 ; born January 13, 1957 in Macau ) was the second chief administrator of Macau from 2009 to 2019. From 1999 to 2009 he was Secretary for Social and Cultural Affairs in Macau.

Life

Chui was born in 1957 to wealthy parents who had made their fortunes in real estate businesses. His brother Chui Sai Cheong , born in 1954, also sits on the Macau Legislative Assembly . In Macau Chui visited the Lingnan High School and finished high school at the Hawaiian Mission Academy in Honolulu before continuing his post-secondary education. Chui received his university education in the United States , where he received a bachelor's degree in urban hygiene from California State University in Sacramento and a Ph.D. from the University of Oklahoma in Public Health.

From 1992 to 1996, Chui served on the Macau Legislative Assembly. From 1999 he served as Secretary for Social and Cultural Affairs for 10 years. In June 2009, Chui declared himself the only candidate for election as Macau's chief administrator. He was nominated by 286 members of the 300-member election committee. On election day, July 26, 282 committee members voted for Chui (with 14 blank ballots and 4 abstentions). In December 2009, he took over his new position as Macau's chief administrator.

He is married to a niece of Hong Kong real estate tycoon Henry Fok .

Controversy

Chui had been linked to several scandals during his tenure as Minister in the government of Edmund Ho . Especially the East Asian Games in 2005 , which Chui helped plan and brought him into connection with the Ao Man Long scandal. The budget of the games was exceeded by 70%. The businessman Ao Man Long allegedly received bribes amounting to 50 million Macanese Pataca (6.2 million US dollars ) in connection with the construction contract for the centerpiece of the games, the Macau Dome Indoor Arena . In total, this project cost 640 million Macau patacas, 285 million over budget. As a result, he was extremely unpopular in the pro-democracy camp even before he was elected chief administrator.

In 2016, Chui was accused of moving Macau's foreign exchange reserves to mainland China. He was accused of favoritism after the Macau Foundation (a quasi-official foundation he chairs and his brother chairs the board of directors) gave 100 million renminbi yuan ($ 15.4 million) of public money to Jinan University in Guangzhou , of which he is vice-chairman. The Macau government said the donation was in return for China's longstanding support for Macau.
