The Forum for International Security Heidelberg eV (FiS) is a registered non-profit association that was founded in 2009 on the initiative of students and doctoral candidates at the Institute for Political Science at the Ruprecht-Karls-Universität Heidelberg . The goal of the non-profit organization is to network different institutions and actors that deal with foreign and security policy, conflict research and international law. A special focus is placed on the connection between science and practice. The FiS offers various events annually for a highly specific specialist audience as well as for a broad, interested public. The fixed, recurring formats include the annual Heidelberg Dialogue on International Security, public lecture series and panel discussions on developments in security policy, as well as art exhibitions that are intended to reflect current social and socio-political hotspots.

Heidelberg Dialogue on International Security

The Heidelberg Dialogue on International Security (HDiS for short) has been an annual meeting of several days since 2009 between experts from science, politics and practice with interested students from Germany and across Europe on relevant security issues. Through the various formats of the workshops, seminars and panel discussions, the HDiS offers students both the chance of an intensive and well-founded discussion of a security policy topic in theory and practice as well as the opportunity to establish contacts with the speakers and the rest of the specialist audience. Attached to every HDiS there is at least one public event at which particularly controversial topics that dominate the current discourse are presented to a broad, interested audience.

2009 - Weak statehood as a global challenge

The focus of the first HDiS 2009 was on the special challenges that arise as a result of weak statehood for the management of violent conflicts, for modern international law and for German foreign policy.

2010 - went along, caught up ...

The focus of the three-day event sponsored by the ZEIT Foundation and the University of Heidelberg was the question of the possibilities and obstacles of practical politics with regard to external military interventions. Specifically, reference was made to the international intervention in Afghanistan and possible exit options within the scope of the mission.

2011 - On the way to the Chinese century?

The third HDiS aimed to shed light on the power of China and the problem areas with which the country is confronted from different perspectives. On the one hand, the economic, military, and cultural resources that underlie Chinese power were empirically viewed and analyzed. On the other hand, the national, regional and global levels were examined.

2012 - On the relationship between development and security policy

The fourth Heidelberg Dialogue was dedicated to the topic, which is equally important for science and practical politics, of how development and security strategies can be linked or separated from one another without blocking or even endangering one another.

2013 - Journey into the Unknown: Migration as a Problem of Transnational Security

The subject of the fifth Heidelberg Dialogue was migration and flight in the context of crises and conflicts. Crisis-related migration is often a question of survival for the individual, while at the same time it can present the host societies and states with considerable challenges and destabilize entire regions.

2014 - The dark side of globalization: Transnational organized crime and the limits of traditional statehood

HDiS 2014 with Sebastian Harnisch , Stefan Körner , Heiko Maas , Moritz Rödle, Jürgen Storbeck

Trade and communication networks now span the entire world, which is driving the expansion of transnational organized crime. What consequences this means for the security of different countries and their populations was the subject of the sixth Heidelberg Dialogue on International Security.

2015 - On the way to global responsibility? - German foreign policy in transition

Voices in favor of a change in German foreign and security policy are growing louder, calls for greater responsibility to be taken on are resonating. However, there is uncertainty and disagreement about how this role, described as “normalization”, should be designed. The seventh Heidelberg Dialogue was devoted to this question.

2016 - Epidemics and pandemics as incalculable risks? Regulating Health and Safety in a Connected World

The eighth Heidelberg Dialogue on International Security in October 2016 was devoted to the risks posed by epidemics and pandemics.

2017 - War and Conflict 4.0 - Security in a digitized world

In addition to the question of whether digitization represents an opportunity or a danger for democracy, the ninth Heidelberg Dialogue was certainly dedicated to the topics of "Automation and the autonomization of warfare", "Cybersecurity - the dark side of digital networking" and "Ambivalences of new media".

Lecture series

With the support of the German Atlantic Society eV, the Forum for International Security organizes lecture series on current security policy events. The speakers include politicians, scientists, diplomats, representatives of the military, NGOs and other experts. The free public events usually take place on the premises of the Heidelberg Center for American Studies and are aimed at an interested public.

Exhibitions

With the exhibitions, the Forum for International Security wants to bridge the scientific distance to security-political events and show the direct effects on the country and the people. For this purpose, the Forum for International Security, with the kind support of the Heidelberg Campus Library, invites you to exhibitions of current artists and photographers who present their works in the library. The exhibitions are usually opened with a vernissage and accompanied by various explanatory lectures during the exhibition.
