On September 5, 2010, he was elected chairman of the Bavarian regional association at the state party congress in Regensburg and was confirmed in this office at the state party congresses in 2011 and 2012. At the state party conference on October 26, 2013, he did not run again for this office in the state association.

As the Bavarian party chairman, in 2011 he was the main initiator of the referendum against tuition fees intended by the Pirate Party of Bavaria . In collecting the required 25,000 signatures, the Bavarian Free Voters overtook the Bavarian State Association with a specially initiated referendum, so that their referendum “No to tuition fees in Bavaria” was subsequently supported by the PIRATES.

In his position in 2012 he took part in Horst Seehofer's PR - Facebook party in the Munich noble club "P1" . When Seehofer became aware of him, he offered Körner das Du. In return, Körner presented the Bavarian Prime Minister with a membership card of the Pirate Party with membership number “1337” for “leet” (= elite in the Leetspeak ). Seehofer took the ID card with the words "But I'll stay with the CSU anyway ." Due to the high media presence at the event, Körner made it to the ARD news program Tagesthemen with his ID gag .

In the 2013 federal election , Körner ran in the constituency of Amberg and won 2.5% of the vote. He also ran for fourth place on the Bavarian state list. In 2013 he also protested against the planned drone flights by the United States' armed forces over the Upper Palatinate.

At the extraordinary federal party conference in June 2014 he was elected federal chairman of the party with 62.05 percent of the vote, replacing Thorsten Wirth . Körner ran for this office in 2013. He is assigned to the liberal wing of the party and is regarded as a representative of those who want to emphasize above all the competence of the pirate party in the area of network politics . Further political priorities are data protection , civil rights and political participation .
