Francis P. Mulvey

Francis Patrick Mulvey (born May 5, 1944 in Astoria , New York ) is an American economist and civil servant. He was a member of the Surface Transportation Board .

Life

Francis P. Mulvey attended New York University from September 1962 to June 1966 and obtained a Bachelor of Science degree . He then did research at the NASA / Oakland Budget Project until September 1966, which was followed by a job as a claims adjuster trainee at an insurance company until December 1966. He then studied from January 1967 to June 1968 at the University of California at Berkeley and made his Master of Arts . At the same time he was from January 1967 to September 1969 lecturer at the Golden Gate University in San Francisco. He then worked from October 1969 to March 1970 for the consulting firm George S. May Company and from May 1970 to September 1970 for the Continental Insurance Company. He taught at Washington State University from September 1970 to June 1972. His Ph.D. in economics he received in 1974. His dissertation was entitled: "The Economic Future of Amtrak ."

From July 1972 to June 1973 he worked as an economist for the Federal Railroad Administration . He was then from February 1974 to June 1975 a consultant at the Department of Transportation for the state of Wisconsin . At the same time he was a lecturer at Bowling Green State University from September 1973 to June 1975 . From September 1975 to January 1977 he was a consultant at the consulting firm Harbridge House in Boston and at the same time from September 1975 to June 1977 lecturer in economics at Wheaton College . From August 1977 to March 1979 he was an advisor to the National Transportation Policy Study Commission and from September 1977 to January 1, 1982 lecturer in economics at Northeastern University in Boston.

From November 1982 through March 1983, he served as vice president of research for the American Bus Association . He was then program manager on the Transportation Research Board at the National Academy of Sciences until October 1984 . From November 1984 to October 1985, he worked for the New York State Waste Management Commission as director of economic research. From October 1985 to March 1999 he worked at the General Accounting Office . At the same time he was a teacher at the Robert H. Smith School of Business in College Park, Maryland, from September 1992 to December 2003 . From March 1999 to February 2000, he served as the United States Department of Transportation Inspector for Railroad, Transit and Special Programs. From February 2000 to June 2004, he served as a senior rail, pipeline and hazardous materials advisor on subcommittees of the Standing Committee on Transport and Infrastructure of the House of Representatives.

He was nominated on November 17, 2003 by President George W. Bush as the Democratic successor to Wayne O. Burkes on the Surface Transportation Board, and after approval by the Senate on May 21, 2004, he took this position in June 2004. On November 30, 2007 he was nominated for a further term until December 31, 2012 and confirmed on December 19, 2007. From March 12 to August 13, 2009 he was the provisional head of the agency. During his tenure on the Surface Transportation Board, he oversaw the revision of the cost control system for the railway companies. He remained in office until December 31, 2013, as a successor was not nominated and confirmed in time. He was succeeded by Deb Miller .

Since retiring from the civil service, Francis P. Mulvey has worked as a consultant in the transport sector.

He is married and has a son.
