biography

Fran's parents were Hendrick Oetgens (1531–1571) from the Oetgens family (van Waveren) and Weijntje Verburch (1535–1566). Oetgens began his career as a master bricklayer. In 1594 he became a factory master. Oetgens sat in Amsterdam's Vroedschap , was a Schepen and was involved in the structural changes in the city from the start. He presided over the city as mayor in 1598, 1599, 1604, 1607, 1611, 1612, 1615, 1617, 1619, 1622 and 1624. In the first few years of his mayor's office, Oetgens organized the expansion of the town; the construction of the Keizersgracht is to be mentioned in particular . In 1611 Oetgens and his brother-in-law Bartholt Cromhout were accused of unfair property speculation by the other two mayors, Cornelis Hooft and Jakob Dircksz de Graeff . The reason for this was that the two brothers-in-law bought up a large number of plots of land outside of the city cheaply in order to then sell them on at a high profit when the city was expanded. In 1612, on his initiative, the construction of the Prinsengracht and the Herengracht began. In 1615, Oetgens was reported to the High Council of Holland on the initiative of Cornelis Hooft . Oetgen's further plans for city expansion were all rejected by the Vroedschap.

Oetgens son Antonie Oetgens van Waveren was also a mayor of Amsterdam.
