Franz-Joseph Peine (* 18th August 1946 in Detmold ) is a state and administrative law .

Life

Between 1953 and 1969, Peine attended school, completed an apprenticeship and served in the Bundeswehr. In 1969 he began studying law at the University of Göttingen ; which he later continued at Bielefeld University . After the first state examination in 1974, the legal traineeship followed ; at the same time Peine was a research assistant at the chair for public law at the law faculty of the University of Bielefeld under the chair Willi Blümel and - from 1975 - under Hans-Jürgen Papier . In 1976 he passed the second state examination in law.

From 1984 to 1990 Peine was then Professor of Public Law in the Law Faculty of the University of Hanover and examiner at the Judicial Examination Office of the State of Lower Saxony, from 1990 to 1995 Professor of Public Law in the Legal Department of the Free University of Berlin and examiner at the Judicial Examination Office of the State of Berlin and from 1995 until 2000 professor for public law at the University of Göttingen at the chair for public law, especially German and European administrative law; since October 1, 2000 he has been professor for public law with an emphasis on administrative law at the European University Viadrina in Frankfurt (Oder) .

On April 21, 2004 he was awarded an honorary doctorate by the Senate of the University of Miskolc (Hungary).

Peine performed legal expert work for various federal and state ministries in the field of public law, in particular planning and environmental law, as well as legal expert work for municipalities, associations and private companies; He has also been an expert at hearings in parliamentary committees and a member of various commissions. In September 2019 he was one of about 100 constitutional law teachers who, with the open appeal for the right to vote, Downsized the Bundestag! turned to the German Bundestag .

He is a member of the Braunschweig Scientific Society and Director of the Center for Law and Administrative Sciences at the Brandenburg Technical University Cottbus .

Private

Peine has been married to Hannelore Magdalena Orth-Peine since July 28, 1978; they have three sons.
