Friedrich-Joachim Mehmel

Friedrich-Joachim Mehmel (born January 16, 1953 in Hanover ) is a German administrative judge. Since 2014 he has been President of the Hamburg Higher Administrative Court . On March 24, 2016, he was introduced to his office as President of the Hamburg Constitutional Court , which he held until February 2020.

Life

After studying law, Mehmel, who was only 28 at the time, was hired as a probationary judge at the Hamburg Administrative Court on August 25, 1981 . Three years later, on August 25, 1984, he was appointed judge for life as a judge at the administrative court. On September 9, 1996, Mehmel was appointed presiding judge at the administrative court. In addition to his judicial work, Mehmel was also politically active as an SPD member in Hamburg. He was chairman of the Working Group of Social Democratic Lawyers (AsJ) in Hamburg for two decades . Mehmel hit the headlines in 2007 when, as a member of the SPD state executive committee in Hamburg, he was a member of the counting committee of a ballot. In this strike vote, the SPD's top candidate for the Hamburg mayor elections in 2008 was to be voted upon after the former mayor Henning Voscherau had rejected another candidacy. When it became known that 959 absent votes were missing, the counting commission interrupted the counting of votes, which was finally canceled by the state board. As a result, none of the two candidates standing for election ultimately ran for mayoral election. The SPD lost the mayor election with top candidate Michael Naumann and the incumbent mayor and CDU top candidate Ole von Beust was able to take up a third term. This led to mutual accusations in the Hamburg SPD, in which Mehmel was also involved. In 2012, at the suggestion of the SPD parliamentary group in the Hamburg parliament, Mehmel was elected a full member of the Hamburg Constitutional Court. On July 7, 2014, he became President of the Hamburg Higher Administrative Court on the proposal of Justice Senator Jana Schiedek (SPD) . In the 26th session of the 21st term of the Hamburg Parliament on March 2, 2016 Mehmel was then on a proposal from the Hamburg Senate with 93 votes in favor, 17 votes against and 5 abstentions, succeeding Joachim Pradel elected President of the Hamburg Constitutional Court. Birgit Voßkühler succeeded him in this position on February 1, 2020 .
