history

With the law on administrative jurisdictions of November 2, 1921 (GVBl. S 585), an independent court was created for the first time to guarantee the legal protection of the citizen against measures by the authorities. Initially, the higher administrative court was subject to the supervision of the Hanseatic higher regional court . The Senate appointed the judges from among the judges of the Higher Regional Court. The first presiding judge was Carl Ritter (1922–1934), who had also drafted the bill to create the court. This was followed by Arnold Engel (1934-1935), Curt Rothenberger (1935-1945) and Ernst Krönig (from 1945). It was not until 1985 that the close ties between the Higher Administrative Court and the Higher Regional Court were lifted.
