Günter Neubauer

Günter Neubauer (born July 1, 1941 in Kitzingen ) is a German economist with a focus on health economics , health management and political advice .

Life

Günter Neubauer grew up with six siblings in a rural area near Kitzingen . His parents were self-employed. After graduating from high school in Kitzingen in 1961, he worked as a conscript and then as a temporary officer in the armed forces until 1963. He then studied economics at the Universities of Würzburg and Hamburg . Günter Neubauer did his doctorate with Bruno Molitor during his time as an assistant on the subject of socio-economic problems of a public health service - the example of Great Britain .

From 1987 to 1990 Günter Neubauer was a member of the Enquête Commission on Structural Reform of the Statutory Health Insurance of the German Bundestag, before he was a member of the Expert Council from 1991 to 1998 to assess developments in the health care system . Until his retirement in 2006, Günter Neubauer was professor of economics with a focus on health economics and health management at the University of the Federal Armed Forces in Munich .

He is currently director of the Institute for Health Economics Munich (IfG) , member of several advisory boards and supervisory boards, including the Munich Municipal Clinic , and board member of Health Care Bayern e. V. Günter Neubauer has been married since 1968, has a son who works as an ophthalmologist and three grandchildren.

Core theses

Günter Neubauer represents the positions of the social market economy in health policy , in particular a competitive volume, quality and price control in health care within a state-set regulatory framework. He sees the solution to the demographic risk in increasing productivity and extending the working hours of the working population. For the promotion of innovations, he considers a price differentiation according to insurance status to be useful.
