G5 Sahel ( French : G5 du Sahel , abbreviation: G5S ) is a regional organization for the coordination of poverty reduction, infrastructure development, agriculture and security. The organization is intended to complement and support existing regional organizations (e.g. West African Economic Community - ECOWAS or the Comité permanent Inter-Etats de Lutte contre la Sécheresse dans le Sahel - CILSS).

history

The G5 du Sahel was founded on February 16, 2014 by the heads of state of Mauritania , Mali , Niger , Burkina Faso and Chad in Nouakchott , Mauritania. Since December 19, 2014 the headquarters of the organization has been in Mauritania.

Security policy

At the G5 summit in February 2017, it was decided to form a reaction force ( G5 Sahel Joint Force ) of 5000 soldiers and police officers under a joint high command (Commander in Chief: Didier Dacko ) by spring 2018 to prevent terrorism and organized crime (drug and people smuggling) should fight. In April 2017, the Peace and Security Council of the African Union approved the strategic deployment concept and, with resolution 2359 (2017), the United Nations Security Council also welcomed the establishment of the deployment force. On June 29, 2017, French Foreign Minister Jean-Yves Le Drian announced that the French military would work with G5 Sahel (see also: Opération Barkhane ). The soldiers and policemen from the G5 countries are spread across seven battalions. They are managed by a joint headquarters stationed in Mali ( Sevaré ) and three regional commandos (West, Central and East), whose focus is the three interstate borders on the north-south lines between Mauritania and Mali, between Mali, Niger and Burkina Faso as well between Niger and Chad are.

The G5 Sahel countries will each provide 10 million US dollars for the development of the force, the European Union 50 million for infrastructure, equipment and training (but no funding of weapons by the EU). France is contributing 8 million US dollars, 70 vehicles and communications equipment to relieve Opération Barkhane . The total estimated cost of the G5 Sahel Joint Force is said to be $ 432 million. At the Sahel Conference in Paris in December 2017, Saudi Arabia announced that it would provide around 100 million US dollars to build up the force. Germany is supporting the establishment of the regional command in Niamey, Niger , with the infrastructure measures . The German federal government is supplying equipment for the G5 Defense Academy in Mauritania and is using funds from the upgrading initiative to finance the establishment of a regional training network in the field of biosecurity .

In order to strengthen cross-border cooperation in the Sahel zone, the EU decided to regionalize its CSDP missions EUCAP Sahel Mali , EUCAP Sahel Niger and EUTM Mali in June 2017. The regional coordination cell will also include experts on internal security and defense from the G5 Sahel countries.

Development policy

With the “Alliance for the Sahel”, France, Germany and the EU also want to expand their cooperation with the Sahel states in other policy areas - especially in development cooperation. At the Franco-German Council of Ministers in July 2017, it was decided to create jobs primarily for the young population through vocational training opportunities and investments in agriculture and infrastructure. The Sahel Alliance also focuses on the fight against corruption, rural development, agriculture, food security and the rule of law.

Coalition for the Sahel

The “Coalition for the Sahel” was launched at the Pau summit on January 13, 2020, in which France and the Sahel countries took part. The coalition defined four thematic priorities: combating terrorism, strengthening the armed forces of the Sahel G5 countries, returning and strengthening the state and development cooperation. The first meeting of the coalition via video conference will take place on June 12, 2020, in which the Sahel G5 states, the European Union and its member states, the African Union, the United Nations and other committed partner states took part.

The “Partnership for Security and Stability in the Sahel” (P3S) will be an integral part of the Sahel coalition and will focus on the priorities of “strengthening the security forces” and “returning the state”. The partnership goes back to an initiative of French President Emmanuel Macron and Chancellor Angela Merkel. It was announced at the G7 summit in Biarritz in August 2019 together with the then chairman of the Sahel G5, the President of Burkina Faso, Marc Roch Kaboré.
