Jean-Yves Le Drian (born June 30, 1947 in Lorient , Département Morbihan ) is a French politician ( non-party , formerly Parti Socialiste ), from 2004 to 2012 and since December 2015 President of the Regional Council of Brittany and since May 17, 2017 French Foreign Minister in the cabinet Philippe I , cabinet Philippe II and then in the cabinet Castex . He resigned from the PS on March 8, 2018.

Life

Studies, Mayor and Member of Parliament

After attending school and completing his military service with the 512th railway regiment in Saint-Lô , Le Drian , who came from a working-class family, began studying history at the University of Rennes 2 in 1966 . During his studies he was chairman of the student association Union nationale des étudiants de France (UNEF) and led its protest actions in May 1968 . After completing his studies with a diploma , he became a research assistant for contemporary history at the University of Rennes 2.

Le Drian became a member of the PS in 1974 and Secretary of the PS in Lorient in 1975. In March 1977 he became Vice Mayor of Lorient; from July 1981 to March 1998 he was mayor there .

In April 1978 he was elected for the first time as a member of the National Assembly as a candidate for the PS ; there he represented the constituency of Morbihan V until his resignation in June 1991 .

State Secretary, President of the Regional Council and Minister

The reason for his resignation was his appointment as Secretary of State for Maritime Affairs on May 16, 1991 in the cabinet of Prime Minister Edith Cresson , of which he was until the end of Cresson's term on April 2, 1992.

On June 12, 1997, he was again a member of the National Assembly, where he again represented the constituency of Morbihan V until his replacement by Françoise Olivier-Coupeau on June 19, 2007 .

From March 1998 to April 2004 he was also a member of the Lorient parish council . Also in March 1998 he became a member of the Regional Council of the Brittany Region and was President of the Regional Council of Brittany from March 28, 2004, succeeding Josselin de Rohan . In the first ballot he received 38.5 percent, while incumbent de Rohan from the Union pour un mouvement populaire (UMP) received 25.6 percent and the candidate from the Union pour la démocratie française (UDF) received 11.1 percent. In the second round of voting, the electoral alliance led by Le Drian consisting of PS, PCF , Greens and PRG received 58.7 percent and 57 of the 83 seats in the regional council; UMP and UDF got 41.4 percent and 26 seats. He officially assumed the office of President of the Regional Council on April 2, 2004. When he was re-elected in March 2010, he received 50.27 percent of the vote. After his appointment as minister, he stepped down from the presidency in June 2012 and was succeeded by Pierrick Massiot. But he remained a member of the regional council.

After François Hollande was elected President and Jean-Marc Ayrault was appointed Prime Minister, Le Drian became Minister of Defense in his cabinet on May 16, 2012 . He also exercised this office in all subsequent governments ( Ayrault II , Valls I , Valls II , Cazeneuve ). His term of office included the withdrawal of French troops from the ISAF mission in Afghanistan in 2012, the military intervention in Mali in 2013 and its continuation in Opération Barkhane in the Sahel region since 2014. As Minister of Defense, he was also responsible for the French air strikes in Syria, the after the terrorist attacks on November 13, 2015 in Paris .

In the regional elections in 2015 , Le Drian ran again as the top candidate in Brittany. After his list was clearly in the lead in the first ballot with 34.9 percent of the votes, it received 51.4 percent of the votes cast in the runoff. Le Drian has announced that he intends to remain President of the Regional Council and Minister of Defense at the same time for the time being: I will remain Minister of Defense for as long as the President deems it necessary. The rules for cabinet members under President Hollande actually forbade such a cumulation of functions.

Le Drian was appointed Foreign Minister by Prime Minister Édouard Philippe in his cabinet and was officially appointed by President Emmanuel Macron on May 17, 2017 .
