Nicole Bricq (born June 10, 1947 in La Rochefoucauld , Charente department , † August 6, 2017 in Poitiers ) was a French politician of the Parti Socialiste (PS) and Minister for Foreign Trade in the cabinet of Prime Minister Jean-Marc Ayrault .

Life

Professional career and MP

After attending school, Nicole Bricq studied private law at the University of Bordeaux and graduated in 1970. She then worked as a lawyer before she was appointed First Secretary of the Parti Socialiste of Paris in the early 1980s . During her long-term membership in the think tank Center d'Études, de Recherches et d'Éducation Socialiste (CERES) , she became a confidante of Jean-Pierre Chevènement , who was a minister on several occasions and shaped the political left within the PS.

Her real political career began in March 1983, when she was elected as a representative of the PS to the regional council of the Île-de-France and was president of the cultural commission from 1986 to 1987. She held the mandate in the regional council until January 1989.

From 1988 to 1991 she was a technical advisor in the office of Defense Minister Chevènement, who succeeded André Giraud on May 12, 1988 . During this time she was part of the advisory staff who examined the use of French troops in the Second Gulf War . It came to a final break with Chevènement because of different views, after there had previously been differences regarding the position of France in Europe .

Some time later, she first worked for Dominique Strauss-Kahn before becoming a technical advisor in the office of Environment Minister Ségolène Royal , who succeeded Brice Lalonde, from 1992 to 1993 .

In June 1997 Nicole Bricq was elected to succeed Pierre Quillet as a member of the National Assembly, in which she represented the constituency of Seine-et-Marne VI until June 2002 . During this time she wrote an informational report on environmental taxes for the Committee on Finance, General Economics and Planning, which included a reform of the tax system in the area of ​​environmental tax law and a stronger application of the polluter pays principle .

Senator and Minister

After she had also become a member of the municipal council of Meaux in 2001 , she was elected to the Senate on September 26, 2004 , in which she represented the Seine-et-Marne department until her death , interrupted only by her work as minister from 2012 to 2014. During her tenure in the Senate, she was a member of the Finance Committee, of which she became Vice-President in October 2008. After her re-election to the Senate, she became the main budget rapporteur on the Finance Committee in October 2011. In this function, during the budget deliberations in November 2011, she presented a balance sheet review to the Finance Committee, which dealt with taxes and duties for the years 2007 to 2012, and at the same time presented proposals for the next five years.

Nicole Bricq, who has been one of François Hollande's key advisors since 2009 , became Minister for Ecology, Sustainable Development and Energy on May 17, 2012 after Hollande was elected President and Jean-Marc Ayrault was appointed Prime Minister thus appointed environment minister in his cabinet. When the cabinet was reorganized after the French parliamentary elections in 2012 , she was appointed Minister for Foreign Trade, her successor as Environment Minister was Delphine Batho .
