Victorin Lurel (born August 20, 1951 in Vieux-Habitants , Guadeloupe ) is a French politician of the Parti Socialiste (PS), from 2004 to 2012 and since 2014 President of the Regional Council of Guadeloupe. 2012 to 2014 he was Minister for the Overseas Territories in the Cabinet of Prime Minister Jean-Marc Ayrault .

Life

Degree and local politician

Lurel, the son of a poor family of farm workers with thirteen children, studied economics at the University of Panthéon-Assas in Guadeloupe after graduating from high school ( bac d'économie ) and graduated with a Diplôme d'études approfondies (DEA). He then completed postgraduate studies in political science at Sciences Po , the renowned Institut d'études politiques de Paris . On his return he joined the civil administration of Guadeloupe in 1981, where he became director of the agricultural authority.

He began his political career in local politics and was elected in March 1989 as a representative of the Parti Socialiste to the local council of his native city Vieux-Habitants and was a member of this until March 2001. At the same time he was a member of the Regional Council of the Guadeloupe Region for the first time from March to December 1992 and also from March 1994 to March 2001 a member of the General Council of the Guadeloupe Department , in which he represented the canton of Vieux-Habitants .

Between March 1998 and October 2002 he was also a member of the Regional Council of the Guadeloupe Region and, at the same time, Vice President of the General Council of the Guadeloupe Department. In March 2001 he became mayor of Vieux-Habitants and held that office for four years until April 2005.

Deputy and Minister for Overseas

On June 19, 2002, he was elected member of the National Assembly for the Parti Socialiste and has since represented the constituency of Guadeloupe IV . His mandate has been suspended since his appointment as minister.

On March 29, 2004, Lurel succeeded Lucette Michaux-Chevry as President of the Guadeloupe Regional Council. In the first round of the election, he was ahead of incumbent Michaux-Chevry from the Union pour un mouvement populaire (UMP), who received 38.6 percent, with 44.3 percent of the vote . In the second round, the PS won 58.4 percent of the vote and was able to achieve 29 of the 41 seats in the regional council, while the UMP received only 41.6 percent and 12 seats. On April 2, 2004, he officially took office on April 2, 2004 as President of the Regional Council. He has held this office since then, following his re-election on March 15, 2010.

After François Hollande was elected President and Jean-Marc Ayrault was appointed Prime Minister, Victorin Lurel was appointed Minister for Overseas Territories in his cabinet on May 16, 2012. As overseas minister, he wants to deal in particular with social issues such as the excessive cost of living and poverty in these areas. He also sees his focus on solving agricultural problems in Martinique and on combating illegal immigration to Mayotte .
