Marylise Lebranchu ( maiden name Marylise Perrault ; born April 25, 1947 in Loudéac , Département Côtes-d'Armor ) is a French politician of the Parti Socialiste (PS). From 2000 to 2002 she was Minister of Justice and from 2012 to 2016 Minister for Decentralization and the Civil Service, until August 2014 she was also Minister for State Reform.

Life

Studies, mayor and member of parliament

After attending school, Marylise Lebranchu studied spatial planning at the University of Rennes and joined the Parti socialiste unifié (PSU) as a member during her studies in 1972 . After completing her studies, from 1973 to 1978 she worked as a research officer at the Society for Mixed Economy in the north of the Finistère department. In 1977 she left the PSU and became a member of the PS. From 1978 to 1983 she was parliamentary assistant to Marie Jacq , a member of the National Assembly . In the mid-1980s she began her own political engagement with her election as a member of the Morlaix Municipal Council , to which she was a member between 1983 and 1995, and as a member of the Regional Council of the Brittany Region , to which she has been a member since then.

In addition to her political activities, she mainly devoted herself to bringing up her three children before she accepted a teaching position for applied economics in spatial planning at the Institute for Geoarchitecture at the University of West Brittany in 1990 , where she taught until 1997.

In the mid-1990s she became more politically active. In 1993, together with Martine Aubry , she was one of the founders of the Fondation Agir contre l'exclusion (Face), a private foundation to support disadvantaged young people in their training and professional life. In 1995 she was elected mayor of the small town of Morlaix and held this office until 1997. At the same time, she was President of the Morlaix Municipal Association from 1995 to 2003.

On June 1, 1997, she was elected a member of the National Assembly herself, but resigned her mandate as representative of the Finistère IV constituency on July 4, 1997, after Prime Minister Lionel Jospin made her State Secretary for Small and Medium-Sized Enterprises, Commerce, Crafts and Consumers in whose government had called. In addition, she was again a member of the Morlaix municipal council between 1997 and 2004.

Minister of Justice

When Élisabeth Guigou moved to the Ministry of Employment as part of a reshuffle in the Jospin cabinet in October 2000 , Lebranchu moved up to the post of Minister of Justice . She held this office until the end of Jospin's term on May 7, 2002.

In this role, she campaigned in particular for the investigation of the acts of Émile Louis , who was accused of murdering seven young people in the Yonne department in the 1970s . An initial confession was revoked after his arrest in 2000. However, there were further investigations and the questioning of new witnesses. A conviction, however, only came about in June 2006 when the Paris Court of Appeal, with confirmation of the decision of the first instance, sentenced to life imprisonment, at least 18 years, as well as compensation for the victims' families. This judgment was upheld by the Court of Cassation in September 2007 .

In addition, as Minister of Justice and Mayor in 2001, she was committed to a retrial in the so-called Seznec affair . Guillaume Seznec, a sawmill owner from Morlaix , had tried to sell American cars to the Soviet Union together with his friend, Senator Pierre Quéméneur, in the 1920s. In May 1923 they wanted to take an old Cadillac together to a middleman in Paris. However, due to various mishaps, they did not arrive there. Quéméneur took a train just outside Paris and has not been seen since. Seznec returned to Morlaix in several days to have the car repaired. However, he quickly became the prime suspect for the Quéméneur murder. Although his body was never found and Sezenc always protested his innocence, he was sentenced to life-long forced labor in a circumstantial trial, which he performed in a camp in French Guiana, among other places . In 1947 he was pardoned.

Vice-President of a Regional Council and Minister

Since 2000 she has been part of the Réformer group , a political grouping within the Parti Socialiste, along with other politicians such as Martine Aubry, Jean Le Garrec , François Lamy and Adeline Hazan .

On June 19, 2002, she was again elected a member of the National Assembly and has since represented the constituency of Finistère IV ; her mandate is currently suspended due to her membership in the government. She was also Vice-President of the Regional Council of Brittany from 2004 to 2010, where she was responsible for territorial policy and the development of regional democracy.

In November 2006 she officially declared her support for Dominique Strauss-Kahn in his efforts to run for the Parti Socialiste in the 2007 presidential election after her sponsor Lionel Jospin had declared his resignation.

On June 27, 2007, she ran for the Socialists as President of the National Assembly, but was defeated by 216 to 314 votes against Bernard Accoyer . Instead, she succeeded Didier Migaud , who was promoted to chair of the Finance Committee, as Quaestor of the National Assembly.

Marylise Lebranchu, who was President of the National Federation of Socialist and Republican Representatives ( Fédération nationale des élus socialistes et républicains , FNESR) from June 2010 to June 19, 2012 , is also a member of the Association's Honorary Council for the right to a dignified death ( Association pour le droit de mourir dans la dignité , ADMD).

After François Hollande was elected President and Jean-Marc Ayrault was appointed Prime Minister, Marylise Lebranchu was appointed Minister for State Reform, Decentralization and Public Service in his cabinet ( Ayrault I cabinet ) on May 17, 2012 . She kept this ministerial office in the following Governments of Ayrault II , Valls I and Valls II ; when the Valls II cabinet was appointed, the term state reform was omitted from her ministry. When the Valls II cabinet was reshuffled on February 11, 2016, she was dismissed as minister.
