François Lamy (2013)

François Lamy (born October 31, 1959 in Brunoy , Département Essonne ) is a French politician of the Parti Socialiste (PS) and was Deputy Minister for Cities in the Ministry for Regional Development and Housing in the Ayrault I and Ayrault II cabinets from May 2012 to March 2014 by Prime Minister Jean-Marc Ayrault .

Life

Studies, career and local politician

Lamy, son of a civil engineer and cousin of the actresses Alexandra Lamy and Audrey Lamy , attended the Lycée Michelet in Vanves , the Lycée Buffon in Paris and the École Saint-Sulpice and, after completing the Baccalauréat , graduated from the École Normale Primaire in Étiolles . He then worked between 1981 and 1985 as an employee for socio-cultural animation and as a teacher . Lamy joined the left-wing socialist Parti socialiste unifié (PSU) in 1978 , before moving to the larger and more moderate Parti socialiste (PS) in 1985 .

After a subsequent activity as an assistant in the party headquarters of the PS, he was from 1988 to 1991 head of cabinet of Robert Chapuis , who at that time was State Secretary for Vocational Training in the Ministry of National Education. He was then assistant to the President of the Commission for Constitutional Rights, Legislation and General Administration ( Commission des lois constitutionnelles, de la législation et de l'administration générale de la République ) for a year before he was technical advisor to Martin Malvy between 1992 and 1993 , who between April and October 1992 was first State Secretary for relations with parliament and government spokesman and then from October 1992 to March 1993 Minister of the Budget.

He began his own political career in regional and local politics and was initially a member of the regional council of the Île-de-France region from March 1992 to March 1998 and a member of the Palaiseau municipal council from June 1995 to November 2014 . In March 2001 he was elected mayor of Palaiseau. In this function, he was also from December 2003 President of the community association Communauté d'agglomération du Plateau de Saclay . He resigned both functions after joining the government in June 2012.

Politics at the national level

On June 1, 1997, Lamy was elected as a candidate for the Parti Socialiste for the first time for the Essonne department (constituency VI) as a member of the National Assembly. In 2002, 2007 and 2012 he was re-elected, although he did not take up the mandate as a member of the government for the time being.

Since 2000 Lamy has been a member of the Bureau national of the Parti Socialiste, the party executive. He was secretary for various tasks in the close party leadership of the PS. In 2011 he led Martine Aubry's campaign in the PS primaries for the 2012 presidential election . He was also president of the Reformer Club , the movement around Martine Aubry in the PS.

Following the election of François Hollande as President and the appointment of Jean-Marc Ayrault as Prime Minister, Lamy was appointed Assistant Minister for Cities in the government on May 16, 2012 and was confirmed in the new government after the parliamentary elections. He was assigned to the Ministry of Spatial Planning and Housing under Cécile Duflot . When the Valls I government was formed, he was no longer appointed and therefore resigned from office on March 31, 2014. Valls offered him re-entry when he formed his second government in August 2014, but Lamy refused; he abstained from voting in the National Assembly on the program of the Valls II government.

After leaving the government, Lamy resumed his mandate in the National Assembly on May 2, 2014. He retained his mandate after moving to Lille in November 2014.

In May 2014 he was appointed advisor by the newly elected First Secretary of the PS, Jean-Christophe Cambadélis . Since June 2015 he has been Secretary of the PS for External Relations, reporting directly to the First Secretary.
