Michel Mercier (born March 7, 1947 in Bourg-de-Thizy , Département Rhône ) is a French politician ( UDF , MoDem , UDI ). He was Senator from 1995–2009 and 2012–2017, Minister for Rural Areas from 2009 to 2010 and Minister of Justice from 2010 to 2012.

Life

Mercier studied public law at the University of Lyon III and political science at the Institut d'études politiques de Lyon . After completing his studies, he lectured on local law and finance at the Law Faculty of the University of Lyon III.

From 1971 Mercier was a member of the Thizy local council , in 1977 he was elected mayor and held this office until 2001. He was initially a member of the Christian Democratic Party CDS , which from 1978 belonged to the civil party alliance Union pour la démocratie française (UDF). From 1978 to 2015 Mercier was a member of the General Council of the Département Rhône, from 1990 to 2013 he was its president. From 1992 to 1993 Mercier was also Vice President of the Regional Council of Rhone-Alpes . In May 1993 he moved up for the late MP Alain Mayoud in the National Assembly , where he was until September 1995 he represented the 8th constituency of the Rhône department. From 1994 to 2001, Mercier was president of the municipal association pays d'Amplepuis Thizy .

From October 2, 1995 to July 23, 2009, Mercier was a member of the Senate for the Rhône department. The CDS was merged in 1995 in the Force démocrate party , whose treasurer was Mercier. In 1998 the UDF changed from a party alliance to a unified party, the Force démocrate dissolved. Mercier was chairman of the UDF association in the Rhône department. From 2002 to 2009 he was also chairman of the Union centriste and Union centriste-UDF faction in the Senate. After the split of the UDF, Mercier joined the Mouvement démocrate (MoDem) and was its treasurer and chairman in the Rhône department. As chairman of the Union centriste parliamentary group , Mercier worked to ensure that senators from the two UDF successor parties MoDem and Nouveau Center (NC) remained in a joint Senate parliamentary group . On the occasion of the local elections in Lyon in 2008, Mercier came into conflict with party chairman François Bayrou : Mercier wanted to form an alliance with the conservative UMP under Dominique Perben , while Bayrou insisted that MoDem run alone. Mercier resigned as chairman of the MoDem-Départementverband, the following year he also resigned from the treasurer position.

In the Second Cabinet of François Fillon (UMP) Mercier was of 23 June 2009 to 13 November 2010 Minister for Rural and Regional Planning. Meanwhile, he took a “break” from his party MoDem, which was in opposition to this government. From November 14, 2010 to May 15, 2012 he was Minister of Justice of France in the Fillon III cabinet as successor to Michèle Alliot-Marie . In June 2012 he was re-elected to the Senate, then he joined the Union des démocrates et indépendants (UDI), and was re-elected in 2014. From 2013 to 2017 Mercier was mayor of the municipality of Thizy-les-Bourgs , to which his hometown Thizy now belongs. From 2013 to 2015 he was Vice-President of the General Council of Rhône. Since 2014 he has also been president of the community association Communauté d'agglomération de l'Ouest Rhodanien to the Tarare include Thizy-les-bourgs and other communities. In 2016 he rejoined MoDem and has been a member of the party's executive office ever since.

In July 2017, Senate President Gérard Larcher proposed Mercier for a post in the Conseil constitutionnel (Constitutional Council), where he should take the place of Nicole Belloubet . A week later, the newspaper Le Canard enchaîné published that Mercier had employed his two daughters as parliamentary assistants for years. The younger of the two received a salary of 2000 euros per month for half a job, while she also worked at University College London and was also based there. In addition, hardly any contributions to the work of the Senate are verifiable. After investigations into misappropriating public funds against him, Mercier resigned his seat on the Constitutional Council. Mercier's wife was also employed as his parliamentary assistant for 14 years. In September 2017, he also resigned from the Senate.
