Jean-Michel Baylet (born November 17, 1946 in Toulouse ) is a French politician ( PRG , MRSL ) and newspaper publisher. He was a Senator from 1986–88 and 1995–2014 , and from 1990 to 1993 Assistant Minister for Tourism. From 1996 to 2016 he was party chairman of the PRG and from 2016 to 2017 Minister for Spatial Planning, Rural Areas and Local Authorities. Baylet also runs the publishing house of the southern French daily La Dépêche du Midi .

Life

His parents were the politicians Jean Baylet (1904-1959) and Évelyne Baylet (1913-2014), who were members of the historical Parti radical and successively mayors of the municipality of Valence in the Tarn-et-Garonne department . In addition, Baylet's parents published the Toulouse regional newspaper La Dépêche du Midi . After studying law at the University of Toulouse, Baylet became a journalist at La Dépêche du Midi in 1971 .

In 1973, Jean-Michel Baylet was a founding member of the Mouvement des radicaux de gauche (MRG), a left-wing split from the Parti radical, which later became the Parti radical de gauche (PRG). As his mother's successor, he was mayor of Valence from 1977 to 2001. In 1978 he was elected to the French National Assembly, where he represented the 2nd constituency of Tarn-et-Garonne until 1984. In the Fabius cabinet , Baylet was State Secretary in the Foreign Ministry from 1984 to 1986 (under Minister Roland Dumas ). In March 1985 he was elected President of the General Council of the Tarn-et-Garonne department - again as the successor to his mother Évelyne Baylet. From 1986 to 1988 he was the representative of Tarn-et-Garonne in the French Senate . From 1988 to 1990, Baylet was State Secretary for Local Affairs (subordinate to Interior Minister Pierre Joxe ). From July 17, 1990 to March 28, 1993, Baylet was Assistant Minister for Tourism in the Ministry of Industry and Spatial Planning.

In 1995 Baylet succeeded his mother as President-directeur général (PDG, General Director and Chairman of the Board of Directors) of the newspaper publisher La Dépêche du Midi . The amalgamation of Baylet's roles as politician and newspaper publisher has repeatedly caused criticism: La Dépêche is the most popular newspaper in the Tarn-et-Garonne department, where Baylet served as President of the General Council for thirty years. He was also a senator again from 1995 to 2014. In January 1996 he was elected to succeed the unsuccessful presidential candidate Jean-François Hory as chairman of the Parti radical-socialiste. He headed the left-liberal party, which renamed itself Parti radical de gauche in 1998, for twenty years until February 2016.

In March 2003, Baylet was sentenced to six months probation and a fine of 30,000 euros for embezzling company funds. Former Toulouse mayor Dominique Baudis accused Baylet of plotting a political plot against him after La Dépêche du Midi reported Baudis' alleged involvement in an affair involving serial killer Patrice Alègre . Since the local elections in 2008 he has a seat on the municipal council of the village of Montjoi . Baylet applied in 2011 to the open area code (primaire citoyenne) of Parti socialiste and PRG to find a common presidential candidate for the center-left parties. With around 17,000 votes (0.64%), however, it was far behind in last place. After the end of his term as President of the General Council by April 2015 Baylet belongs to the Départemental of Tarn-et-Garonne as ordinary member.

From February 2016 to May 2017 he was Minister for Regional Planning, Rural Areas and Local Authorities in the Valls II cabinet and in the subsequent Cazeneuve cabinet . He handed over the management of the La Dépêche media group to his divorced wife Marie-France Marchand-Baylet , who also holds the majority of the shares in the company and has been in a relationship with former Prime Minister Laurent Fabius since the early 2000s . With a fortune of 6.5 million euros, Baylet was the richest minister. In the 2017 presidential election , he spoke out for Emmanuel Macron , even though the PRG officially supported Benoît Hamon's candidacy from the PS.

After the end of his tenure as minister, Baylet again took over the position of general manager and chairman of the board of directors at La Dépêche du Midi . Together with the honorary chairman of the Parti radical valoisien (PRad), André Rossinot , initiated the fusion of PRG and PRad to form the Mouvement radical, social libéral (MRSL), which took place at the end of 2017.
