The Comité Permanent Inter Etats de lutte contre la Sécheresse dans le Sahel (“Standing Intergovernmental Committee to Combat Drought in the Sahel”), or CILSS for short , is an intergovernmental organization to which the countries of the Sahel region belong.

The CILSS was founded in 1973 in the face of the drought and famine in the Sahel region to mobilize the people of the Sahel countries as well as the international community for measures in the fields of agriculture, water management, the environment, transport and communication. In 1995, it focused its activities primarily on the areas of food security and the management of natural resources.

The managing director from 2001 was the former Gambian Agriculture Minister Musa Mbenga , whose second three-year term expired in 2007. After that, Alhousseïni Bretaudeau from Mali headed this organization for 6 years. The Executive Secretary of CILSS has been Djimé Adoum from Chad since July 26, 2013.

The main office ( secrétariat exécutif ) is in Ouagadougou , the agro-hydrometric center Régional AGRHYMET in Niamey and the Sahel Institute in Bamako .
