The EU Capacity Building Mission in Niger (EUCAP Sahel Niger) was started on August 8, 2012 as part of the Common Security and Defense Policy (CSDP) of the European Union as a civil development mission.
By advising and training the Nigerien police , national guard and gendarmerie, it is intended to help build them up and enable them to effectively fight organized crime and terrorism .
This is done through training and further education as well as advisory activities. The mission also supports the Nigerien authorities in developing their own technical capacities and in regional and international cooperation. However, executive activities are not included.
The headquarters are in the capital Niamey . In 2016 an office was opened in the city of Agadez further north . Most recently, the mandate was extended to September 2020.
The background to the mission is the tense security situation in the entire Sahel zone, with dangers emanating in particular from terrorist organizations such as Boko Haram and other organized crime such as human trafficking and drug smuggling . Because of this, there is also close cooperation with the neighboring EU missions EUCAP Sahel Mali and EUBAM Libya .
The Federal Republic of Germany is participating in the mission with 13 other EU member states, which currently comprises around 120 international experts and a large number of local employees.
