The European Union Border Assistance Mission to Moldova and Ukraine ( EUBAM ) is a measure of the European Union that has existed since November 30, 2005 to support the Republic of Moldova and Ukraine in monitoring the joint border of both countries.

General

EUBAM was launched in response to a joint letter from the Presidents of Moldova and Ukraine, Vladimir Voronin and Viktor Yushchenko . In this letter of June 2, 2005, Voronin and Yushchenko had asked the European Union for additional support in the management - both border surveillance and customs - of the entire common border. On October 7, 2005, a joint agreement on the Border Assistance Mission was signed.

The official opening ceremony of EUBAM took place on November 30, 2005 in Odessa . Present were the Secretary General of the Council of the European Union and High Representative for the Common Foreign and Security Policy Javier Solana , the Commissioner for External Relations and European Neighborhood Policy Benita Ferrero-Waldner and the Foreign Ministers of Ukraine and Moldova, Boris Tarasyuk and Andrei Stratan .

The mission was originally designed for a period of two years, but has since been extended several times (currently until November 30, 2020).

EUBAM is carried out by the European Commission in cooperation with the United Nations Development Program (UNDP), which has been committed as an executive partner and provides EUBAM with logistical and administrative support through its branches in Moldova and Ukraine.

  • Presence at the border crossings and observation of customs clearance and immigration controls
  • Examination of documents, including computer data, as part of an advisory capacity
  • Assistance in preventing people and goods from being smuggled
  • Ordered to re-examine border clearance documents and reclassify goods
  • Unannounced visits to any point on the Moldovan-Ukrainian border, including border guards, customs offices, police stations, transit offices and tax offices as well as along the transit routes

activities

EUBAM supports the Moldovan and Ukrainian border authorities through on-the-job training and advice, thereby expanding their capabilities to effectively monitor and prosecute customs and immigration regulations and to ensure better border surveillance. With its work, EUBAM aims to promote cross-border cooperation and increase transparency along the Moldovan-Ukrainian border. One focus of activity is the implementation of adapted courses and the organization of study trips to the European Union and other nearby borders in order to enable an exchange of experiences.

In addition, EUBAM also provided neutral advice on customs clearance measures for companies in the Transnistrian region of the Republic of Moldova.

The headquarters of EUBAM are in Odessa.

In addition to the headquarters, there are six branch offices:

Otaci branch

The Otaci branch is located at the Moldovan international border crossing Otaci. The area of ​​responsibility of the Otaci branch includes 312 km of the Moldovan-Ukrainian border and important border crossings for road and rail traffic.

Chisinau branch

The main focus of the activities of the Chisinau branch is the administrative border between the Transnistrian region of the Republic of Moldova and the rest of Moldova. The approx. 411 km long border strip extends from Sanatauca to Rascaeti .

Basarabeasca branch

This branch is located at the Moldovan customs office in Basarabeasca. It is responsible for around 300 km of the south-eastern border between Moldova and Ukraine.

Kuchurhan branch

The Kuchurhan branch is located at the Kuchurhan railroad border crossing in Ukraine. There are also offices at the Kuchurhan road border crossing and at the Palanca road border crossing in Moldova. The Kuchurhan branch is responsible for around 213 km of the Moldovan-Ukrainian border, 74 km of which border on the Transnistrian region.

Odessa port branch

The Odessa branch office is located on the territory of the Odessa commercial port. The branch also has an office in the port of Chornomorsk . As a result, EUBAM looks after the two largest ports in Ukraine.

Podilsk branch

The Podilsk branch is located at the border guard in Podilsk; They are responsible for 400 km of the Transnistrian segment of the Moldovan-Ukrainian border.

In addition, four consultants are deployed in Kiev and Chișinău for risk analysis.

Nations and staff involved

The EUBAM has been led by the Hungarian Major General Ferenc Banfi since November 2005 and currently has 233 employees, of which 122 border guards and customs officers from 22 EU member states ( Belgium , Bulgaria , Denmark , Germany , Great Britain , Estonia , Finland , France , Greece , Italy , Latvia , Lithuania , the Netherlands , Austria , Poland , Portugal , Romania , Slovakia , Slovenia , the Czech Republic , Hungary , Cyprus ) and three CIS countries .

Germany has been involved in EUBAM since December 5, 2005 with a staff of up to 5 federal law enforcement officers and 10 customs officers.

budget

The European Commission's budget for EUBAM until November 2007 totaled 20.2 million euros. Supplementary funds come from the EU member states by providing their own personnel for the mission. For the years 2008 and 2009, annual funds of 12 million euros each were available.

EUBAM is involved in BOMMOLUK , a project financed by the EU with 9.9 million euros to improve the management of the Moldovan-Ukrainian border.
