High Representative for the Common Foreign and Security Policy
The High Representative for the Common Foreign and Security Policy was an office within the Common Foreign and Security Policy (CFSP) of the European Union . It was introduced in 1999 and existed in this form until 2009. For almost the entire period, the incumbent was the Spaniard Javier Solana . In the jargon, the office was often referred to as "Mister GASP".
The post of High Representative of the European Union for Foreign Affairs and Security Policy was introduced with the Treaty of Lisbon (2009) .
history
The High Representative was appointed by the Council of the European Union and, together with the Foreign Minister of the country holding the Presidency and the President of the Commission, represented the European Union externally. At the same time he was Secretary General of the Council . He was assigned the strategic planning and early warning unit , the military staff (EUMS) as well as a police staff and a joint situation center. The European Commission's Directorate-General for External Relations (RELEX) with the EU delegations abroad also assisted the High Representative.
With the entry into force of the Lisbon Treaty on December 1, 2009, the office of High Representative was merged with that of Commissioner for External Relations (so-called “little double hat ”). This new post was named “ High Representative of the European Union for Foreign and Security Policy ”. In addition, the High Representative of the Union for Foreign and Security Policy according to Article 18 of the EU Treaty is always also one of the Vice-Presidents of the Commission.
tasks
Although the common foreign and security policy was incorporated into the Maastricht Treaty in 1992, the office of High Representative was only created by the 1997 reform of the Amsterdam Treaty , which came into force in 1999.
In the previous political system of the EU , the tasks of the High Representative were regulated in the EU Treaty. Accordingly, he supported the President of the Council in the implementation of the CFSP (Art. 18 (3) TEU), he contributed to the formulation, preparation and implementation of political decisions and, if necessary, led the political dialogue with third parties on behalf of the Council (Art. 26 TEU ) and informed the European Parliament and all member governments of the measures that individual member states were taking as part of a possible increased cooperation in the area of the CFSP (Art. 27d TEU).
The appointment of the High Representative was regulated in Article 207 of the EC Treaty ; it was carried out with a qualified majority by the Council of the European Union .
External relations with the European Union's immediate neighbors, however, did not fall within the competence of the High Representative; these are the tasks of the Commissioner for External Relations and European Neighborhood Policy within the framework of the European Neighborhood Policy .
Public officials
When the Amsterdam Treaty entered into force in May 1999 , the first High Representative was Jürgen Trumpf , who had previously been Secretary General of the Council and therefore assumed the new title of High Representative ex officio. In October 1999, Javier Solana was appointed, who had previously been Secretary General of NATO and who held the office of High Representative for ten years.
After the ratification of the Lisbon Treaty , Catherine Ashton was nominated for the new post of High Representative of the European Union for Foreign Affairs and Security Policy in November 2009 and, on February 9, 2010, together with the other members of the Barroso II Commission , by the European Parliament confirmed. In the meantime, however, she practiced from 1 December 2009 to 9 February 2010 in personal union the office as High Representative and as Commissioner for External Relations of.
