The European Union Military Staff (Engl. E uropean U nion M ilitary S taff , EUMS ) leads the EU operations under the ESDP . The Common Security and Defense Policy (CSDP) is part of the Common Foreign and Security Policy of the European Union and is therefore subordinate to the EU High Representative for Foreign Affairs and Security Policy , who is also the diplomatic arm of the European External Action Service .

In addition to reporting directly to the High Representative, management is coordinated directly with the Military Committee of the European Union (EUMC), the assembly of the Chiefs of Staff of the EU member states, usually represented by their permanent military representatives. In the event of a crisis, the staff should determine, record and set up the multinational armed forces, usually in coordination with NATO. The task is to implement the Petersberg tasks and carry out the pan-European missions of the European Union. As a result, the EUMS is responsible for the EUFOR troops assigned for the period of deployment, which are made up of contingents from EU member states. Operational leadership is achieved by NATO bodies, for the coordination of which five so-called Operational Headquarters (OHQ) are set up in Europe, as well as the respective Force Headquarters (FHQ) for leadership in the field.

The OHQ are currently (2011): the French Center de Planification et de Conduite des Opérations à l'État major des Armées in Mont Valérien; the British in Northwood near London; the German Multinational Command Operational Leadership / Multinational Joint Headquarters Ulm in Ulm; the Greek in Larissa and the Italian in Rome.

The European military staff is based in Brussels in the Kortenberg building (Avenue de Kortenburg 150, B-1040 Brussels), not far from the Berlaymont building , the seat of the European Commission . The Belgian Royal Military Academy is right next door . The EUMS is divided into five departments led by brigade generals (concepts and planning; reconnaissance; operations; logistics; telecommunications and IT) as well as liaison staffs to NATO and the United Nations .

Military Planning and Execution Staff (MPCC)

On June 8, 2017, the Council of the European Union decided to set up a Military Planning and Implementation Team (MPCC) within the EU Military Staff (EUMS). The MPCC, with a nominal strength of 25 people, takes command of the EU military missions without executive powers; including the EU training missions EUTM Mali , EUTM RCA in the Central African Republic and EUTM Somalia .

The MPCC is under the political supervision and strategic direction of the Political and Security Committee (PSK) and the Director General of the EUMS is also the Director of the MPCC.

As a static command and control structure outside the operational area at the military-strategic level, the MPCC will be responsible for the operational planning and implementation of military missions without executive powers, including the creation , deployment , maintenance and repatriation of contingents of the European Union. The MPCC is supposed to relieve the emergency services on site by providing more support.

With the Civilian Planning and Conduct Capability (CPCC) in the European External Action Service, there is a close joint support coordination point that is relevant for both military and civilian missions in order to share operational resources, including medical support and protective measures.

Missions

The previous EUFOR missions are EUFOR Operation Artemis in Congo, EUFOR Operation Concordia in Macedonia, EUFOR Althea in Bosnia-Herzegovina, EUFOR Tchad / RCA in Chad and EUFOR DR Congo in Congo.

EU INTCEN and EUMS are part of the Single Intelligence Analysis Capacity (SIAC) . Within the framework of SIAC, civil (EU INTCEN) and military intelligence services ( EUMS ) are being brought together.
