The EUTM Somalia (European Union Training Mission in Somalia) is a multinational advisory and training mission of the European Union in the Somali capital Mogadishu , which has been in existence since April 10, 2010 , during which the Somali Ministry of Defense is advised and soldiers are trained. The aim of the mission is to strengthen the Somali armed forces in order to contribute to the stabilization of the state and to curb the sphere of influence of the radical Islamic al-Shabaab militias.
The Bundeswehr participated in this mission with up to 20 soldiers until the end of March 2018.
Origin, mandate and political framework
On the basis of a resolution by the UN Security Council in 2009, Uganda and its army began to train the Somali armed forces not in their home country for security reasons, but in Uganda, but came up against technical and organizational limits. As a result, on January 5, 2010, the Ugandan Defense Minister received an official request for support from the European Union. As part of the common security and defense policy , the European Union decided on January 25, 2010 to comply with this request. In April 2010 the mission started in Bihanga, Uganda . Around 3,600 soldiers were trained there from 2010 to 2013.
At the beginning of 2013, the Council of the European Union extended the mission until March 2015. It was also decided to gradually shift the focus of the mission from Uganda to Somalia. At the turn of the year 2013/2014, the mission finally relocated completely from Bihanga to Mogadishu in Somalia.
In the German Bundestag on April 3, 2014, a total of 471 MPs voted for up to 20 Bundeswehr soldiers to be sent to the European training mission EUTM Somalia by March 31, 2015. There were 118 votes against and two abstentions.
On March 26, 2015, the Bundestag decided with 454 “yes” (mostly CDU / CSU and SPD ) and 115 “no” votes (mostly Greens and the Left) in a roll-call vote for the continuation of German participation in the mission until March 2016.
In Mogadishu, the Bundeswehr primarily trains executives and trainers for the Somali army and advises the Somali Ministry of Defense. There is no accompaniment and support for the Somali armed forces in operations. Most recently, the Council extended the mandate of the mission on March 16, 2015 to December 31, 2016.

EUTM Somalia, which works with the Somali government and the African Union Mission in Somalia (AMISOM), advises the Somali Ministry of Defense and the General Staff, provides mentoring and specialist training . Course content includes human and refugee law and the protection of civilians.
structure
The mission is stationed in Mogadishu, the capital of Somalia. The troop strength is around 125 soldiers. EUTM Somalia is currently being led by the Italian Brigadier General Maurizio Morena.
A support cell has been set up in Brussels . The implementation of the mission is supervised by the Military Committee of the European Union . Up to 20 Bundeswehr soldiers are on site and provide support with training.
