Operation Irini

Operation Irini ( Greek Ειρήνη , peace '), also under the name EUNAVFOR MED IRINI , is a military operation of the countries of the European Union to enforce the arms embargo of the United Nations against Libya , which is at a civil war .

The operation is part of the EU's common security and defense policy and was announced on March 31, 2020. The mandate for the mission is valid until March 31, 2021.

background

Although the participants at the Libya Conference in Berlin on January 19, 2020 committed themselves to respecting and implementing the arms embargo set out in Security Council resolutions 1970 (2011), 2292 (2016) and 2473 (2019), the delivery of weapons went through States indirectly involved in the civil war in Libya.

Mission objectives and leadership

Operation Irini has basically the same tasks as the previous Operation Sophia , but with different priorities. The core task of Operation Irini is the implementation of Security Council Resolution 2292 (2016) on the arms embargo against Libya.

The secondary tasks include the interruption of people smuggling as a result of the refugee crisis , the training of the Libyan coast guard and the Libyan navy and the gathering of information about illegal exports of petrol from Libya.

The military in command for the first six months of the operation is Italian Rear Admiral Fabio Agostini . His deputy for the same period is the French Rear Admiral Jean-Michel Martinet . The command center is in Rome .

Josep Borrell , as High Representative of the European Union for Foreign Affairs and Security Policy, took over the political observation of the mission.

implementation

Those involved failed in mid-June 2020 when trying to control the freighter Çirkin flying the Tanzania flag , which was accompanied by Turkish warships. The EU then tried to convince NATO to support the mission.

criticism

The one war party in the Libyan conflict, the Government of the National Accord (GNA), criticized the mission; Although the mission could stop deliveries of weapons by sea, those across eastern land borders or from the air would only be recorded with satellites or radar. The other war party under Khalifa Haftar benefits from this .
