The European Union Police Mission in Bosnia and Herzegovina (EUPM) was alongside the military component EUFOR - Althea the police component of the European Union's stabilization mission in Bosnia and Herzegovina .

history

The EUPM in Bosnia and Herzegovina commenced operations on January 1, 2003 , as the first Common Security and Defense Policy (CSDP) operation. She joined the United Nations International Police Task Force mission.

The European Council decided to set up the EUPM on March 11, 2002. This continuation of the United Nations mission was endorsed by United Nations Security Council Resolution 1396 of March 5, 2002.

The mission ended on June 30, 2012.

Through the EUPM, the Union was able to coordinate decision-making processes and operations on a non-military level.

In line with the general objectives of the Dayton Agreement , the EUPM endeavored to equip Bosnia and Herzegovina with its own sustainable police structure. In addition, monitoring, advisory and review activities were carried out within the framework of the EUPM.

In its early years, the mission consisted of around 500 police officers and 50 civilians from more than thirty countries. Since 2008, the number of police officers has consistently been below 200; most recently there were 13 police officers and 21 civilians on site. The High Representative for Bosnia and Herzegovina oversaw the full spectrum of EUPM activities and reported to the European Council through the EU High Representative for the Common Foreign and Security Policy (CFSP).
