The EUAM Ukraine ( English EU Advisory Mission for Civilian Security Sector Reform Ukraine ) is a consultative mission of the European Union to reform the civil security sector in the Ukraine .

The mission was decided on July 22, 2014 by the Council for Foreign Affairs of the European Union for an initial period of two years. After the EU and Ukraine agreed on November 17 that the mission could begin its work in Ukraine, it began on December 1, 2014. Most recently, by decision of November 20, 2017, it was extended to May 31, 2019. The headquarters are located on Wolodymyrska Steig No. 4 in the Ukrainian capital Kiev and are managed by the Lithuanian Kęstutis Lančinskas .

However, the mission does not have an executive mandate.

The aim of the mission is to support the Ukrainian authorities in implementing reforms in the civil security sector based on international standards. This includes in particular ensuring efficiency and the rule of law, as well as gaining public trust.

This is done on the basis of three pillars:

  • strategic advice in connection with the introduction of the reforms
  • Support in their implementation and
  • Cooperation and coordination with national and international actors.

In addition to the EU mission, a non-executive OSCE observer mission called the Special Monitoring Mission (SSM) has been set up in Ukraine .
