The building of the Saxon State Ministry for Science and Art is located in the government district in the Inner Neustadt in Dresden at Wigardstrasse 17 at the corner of Archivstrasse. It is "part of the Neustadt Elbe silhouette " and was built in "traditional [r] construction" in the style of socialist classicism . Originally built as a university building, it has housed the Saxon State Ministry for Science and Art since 1994 .

As one of the cultural monuments of Dresden Neustadt , the building is a listed building .

The building of the State Ministry was built in 1951 as an institute building for the Dresden University of Education on the site of the Epiphany School destroyed in the bombing in February 1945 . It offered space for 600 students. The existing floor plan, basement and basement floors and the overall structure were taken from the old building, a plaque commemorates the destroyed Dreikönigschule. The new building was erected by the architects Bernhard Klemm and Johannes Poppe as a four-storey structure in "traditional construction" with a "sandstone plaster facade" in "simple late classicist forms". It represents a "modern continuation of Dresden designs".

The central risalit interrupts the "uniform design with the continuous window strips". While the continuous window strips of the facade emphasize the horizontal, the middle risalit emphasizes the vertical. The side projections, on the other hand, hardly stand out from the rest of the building. The middle wing has been divided into sandstone. At the time, the poor plastic structure of the central wing and the size of the main cornice, which was not "true to scale", were criticized. The result could then have been “a far better overall effect of the building”.

Located on the attic located relief was by the sculptors Kreßner , laborers created and Peters. With its children's figures, the frieze indicates the former function of the previous building. The figure frieze on the portal of the institute building of the Pedagogical University was attached by the sculptors Volwahsen and Weiss.
