Community Fire Inspector (Hessen)
A community fire inspector (GBI) designates the head of a volunteer fire brigade at community level in Hessen . This also applies to communities with several district fire departments. The heads of the district fire brigades are called "Wehrführer". In cities with less than 50,000 inhabitants the function is called “ Stadtbrandinspektor ” (StBI / SBI), in cities with more than 50,000 inhabitants and without a professional fire brigade, the function is called “ Head of the fire brigade ” (LdFW).
Election and appointment
The community fire inspector is elected by the active fire brigade members of the community, the leader is elected by the active fire brigade members of the local or district fire brigade in accordance with the respective statutes. By changing the communal fire brigade statutes, a communal fire inspector can also be appointed as a full-time fire brigade officer by the municipal board; the consent of the volunteer fire brigade members is required for this.
Only those who are personally suitable, have the necessary specialist knowledge and belong to the volunteer fire department's operations department can be elected. The supervisory authority can allow exceptions in individual cases with regard to the required specialist knowledge. If, within two months of the vacancy, an election in accordance with Section 12, Paragraph 3, Clause 1 of the Hessian Fire and Disaster Protection Act (HBKG) does not come about, or if the position cannot be filled for other reasons, the municipality board, in consultation with the district fire inspector, has one immediately To appoint a community fire inspector or a military leader.
In cities with full-time workers (full-time workers, permanently manned guards, professional fire brigade), all public fire brigades in the urban area are subordinate to the head of the full-time workers (head of the fire brigade, head of the fire brigade). The active members of the volunteer fire brigade elect a representative to take care of their interests vis-à-vis the city and the head of the full-time staff. In cities without a professional fire brigade, he is referred to as spokesman, in cities with spokespersons the name of a city fire inspector. tasks
The community fire inspector is responsible for the operational readiness of the community fire brigade and has to advise the community board on all questions of fire protection and general assistance. He is also involved in the creation of alarm plans and deployment plans. He also represents the fire brigade internally and externally.
Insinuation
The fire officers of the individual district fire brigades report to the community fire inspector. In cities with a professional fire brigade, all public fire brigades in the city are subordinate to the head of the professional fire brigade. There, the city fire inspector represents the interests of the members of the volunteer fire brigade.
Function badge
The city / community fire inspector in cities with up to 50,000 inhabitants wears the function badge with two silver-colored stars and wire, his deputy with two silver-colored stars without wire. In cities with more than 50,000 inhabitants, the head of the fire department wears three golden bars with a golden border as a wire. His deputy carries a gold bar with a gold border.

Historical
Until 1999, the job title "local fire master" for the head of the fire department in a community was also valid in Hesse. It was replaced by the Hessian law on fire protection, general aid and disaster control (HBKG) by the position of “community fire inspector”.
