A military leader designates the head of a volunteer fire brigade at community level in Saarland . This also applies to communities with several districts. In addition to the military leader, who heads the fire brigade of the entire community, there may also be fire section and fire fighting district leaders .

Election and appointment

According to Section 8, Paragraph 1 of the Fire Protection Organization Ordinance, the military leader of a municipality is elected by the active fire brigade members for a period of 6 years. The provisions of Section 46 KSVG and the provisions of the Local Election Act and the Local Election Regulations apply to the election. According to § 11 VI SBKG, he should be appointed honorary officer.

The same rules must be observed when choosing the firing section and firing district leaders as for the military leader: The firing section and firing district leaders are also elected for a period of 6 years and should be appointed honorary officers.

tasks

The duties of the military leader include:

  • advising the mayor on all fire-fighting matters
  • in cities with a professional fire brigade, he advises the mayor on matters relating to the voluntary fire brigade
  • Responsible for the efficiency of the volunteer fire brigade
  • Supervision of the training of fire fighters
  • Supervision of the correct equipment and maintenance of the fire fighting facilities
  • Appointment of functionaries in the fire brigade after approval of the mayor
  • Right of proposal for promotions

Insinuation

He is the superior of the members of the volunteer fire brigade. If available, the extinguishing section and district leaders are also subordinate to him in accordance with Section 9 Paragraph 1 and Section 10 Paragraph 1 of the Fire Protection Organization Ordinance.

In principle, all members of the volunteer fire brigade in his community are subordinate to the military leader. However, if available, he is also the supervisor of the extinguishing section leader and the extinguishing district leader, in accordance with Section 9 (1) and Section 10 (1) Fire Protection Organization Ordinance. This means that decisions that affect these areas must be agreed with him.

All fire brigade members of his extinguishing section are subordinate to a extinguishing section leader and he is the supervisor of the extinguishing district leader, if one is available. The fire brigade members of his extinguishing district are subordinate to a fire fighting district leader.

In communities with a professional fire brigade, the head of the professional fire brigade takes the necessary orders for the communal fire brigade of the municipality in accordance with the alarm and deployment regulations. However, these orders must be coordinated with the volunteer fire brigade's chief.
