Community defense chief (Saxony-Anhalt)

from Wikipedia, the free encyclopedia

In Saxony-Anhalt, a community defense chief designates the head of a volunteer fire brigade at community level. This also applies to communities with several district fire departments. In cities without a professional fire brigade, the function is called Stadtwehr leader .

Election and appointment

In Saxony-Anhalt, the municipal fire chief is elected by the members of the volunteer fire brigade and appointed by the mayor for six years. He is made an honorary official for a limited period.

If the elected member does not meet the requirements, he can be appointed as a community or city military leader and local or district military leader, but with the condition that the missing courses are completed within two years. This regulation overrides the minimum waiting period of one year between management courses. If you are appointed to the function without the required training, one speaks of temporarily deployed; this addition is also included in the function designation.

tasks

He has the right to propose:

  • Promotions,
  • Appointments,
  • Honors

and usually does this on behalf of the community.

He is also the main point of contact for the community for matters relating to his fire department. He keeps the personnel files of the members and is responsible for the training of the comrades. This is usually done by drawing up a duty roster and naming the group leader who is to hold the training. In the case of training courses that he does not carry out himself, he has a monitoring function to ensure that these are also carried out and that the content is correct.

Insinuation

The local armed forces chief of his community are subordinate to the community defense chief.

Ranks and requirements

The basic requirement for the activity as a community or local fire department leader is the completed training " fire department leader ". In addition, the training is depending on the size of the volunteer fire brigade

  • Group leader , if the equipment of the fire brigade is intended for use up to the strength of a group;
  • Train driver , if the equipment of the fire brigade is intended for use up to the strength of an extended train or
  • Association leader or association guide when the equipment of the fire brigade is intended for use by more than one extended train

needed.

According to the career regulation for members of the Saxony-Anhalt volunteer fire brigade, the deputy requires the same qualifications as the function holder.

Due to the different strengths of the volunteer fire brigades, a distinction is made between different ranks:

The community or city defense chief is primarily responsible for all fire brigades in a community or city and is therefore the central point of contact for all local or district defense chiefs. He is elected by the comrades of all local or district brigades and appointed to the honorary office by the municipal council. This can be voluntary or full-time.

In order to be able to perform this function, the training “head of a fire brigade” and “ association leader ” must be completed.

A grade that was awarded on the basis of one of the above-mentioned functions is not revoked when the function is abandoned. A demotion is not permitted just because he no longer holds the position.
