Veldkamp began his political career in local politics when he represented the Katholieke Volkspartij (KVP) in the local council of Breda between 1948 and September 2, 1952 . During this time he was also chairman of the CIP faction in the local council from 1950 to 1952 . On September 1, 1978 Veldkamp took over from the Foundation funded HPLC de Kruyff fund extraordinary professor for the teaching of social security at the State University of Leiden and taught there until September 1, 1986.
