Gerhard Hanke (politician)

Gerhard Hanke (born January 27, 1956 in Berlin ) is a German politician ( CDU ). He has been a district councilor in the Berlin district of Spandau since 1992 and has also been the deputy district mayor there since November 2016 . Hanke is currently the longest-serving district councilor in Berlin.

Career

Hanke grew up in Spandau and is a trained industrial clerk . In 1974, at the age of 18, he joined the CDU district association in Spandau.

During his party career he already performed various functions. In particular, he was from 1999 to 2005, as the predecessor of the Bundestag member Kai Wegner , district chairman of the CDU Spandau.

He is currently chairman of the CDU local association Hakenfelde -Neustadt. In addition, he has been a district and state party congress delegate for many years.

District Councilor (since 1992)

Since the 1980s, Hanke was elected consistently for the CDU Spandau as a district councilor in the district council assembly.

After the Berlin House of Representatives was reconstituted in 1990 after the reunification of the city, the district council assemblies were not re-elected until two years later, which is unique in the history of Berlin. In this election on May 24, 1992, the SPD in the Spandau district emerged as the winner.

Gerhard Hanke was nominated in advance for the office of district councilor by the district party conference of the CDU.

Together with the CDU, the Social Democrats finally formed a counting community for the 14th electoral term under the new District Mayor Sigurd Hauff (SPD) . On June 30, 1992, Hanke was first elected to the district councilor by the district council. He took over the public education department.

In the elections on October 22, 1995 , the CDU in Spandau with the previous finance councilor Konrad Birkholz stood as the top candidate , against whom Hauff had to admit defeat. Birkholz was then elected as the new district mayor. From November 30, 1995, Hanke was a member of the new district office as a city councilor for the new education, culture and sport department.

Hanke was also elected to this office after the 1999 , 2001 and 2006 elections. He was now the longest serving district councilor in Berlin.

Investigations (2010-2011)

For the Spandau district elections on September 18, 2011 , Hanke was originally intended as the CDU top candidate because Konrad Birkholz could no longer stand for reasons of age and left the district office.

As early as February 2010, however, investigations against Hanke on suspicion of bribery and infidelity were known, which also led to a search of his apartment and his office. Hanke was charged with having used a private party in the rooms of the Spandau Citadel, which was under his control, from the tenant at special rates. In return, the lessee is said to have received additional usable space without paying a higher rent.

Shortly after the investigation began, it was suspected that the anonymous information that led to the criminal complaint against Hanke was an intrigue from the CDU ranks to prevent his candidacy as district mayor. On instructions from Birkholz, Hanke then left his responsibility for the departments of culture and sport.

The investigation finally turned out to be unfounded and was closed in July 2011 by the public prosecutor's office . However, Birkholz continued a formal disciplinary procedure , which was suspended under civil service law during the ongoing public prosecutor's investigation, and refused Hanke to return to office in full.

Since that time the relationship between the politicians was considered broken. Even the base of the CDU Spandau reacted with great incomprehension in the election year.

Missed mayoral candidacy (2011)

Due to the ongoing disciplinary proceedings, Hanke withdrew his originally intended candidacy, whereupon City Councilor Carsten-Michael Röding was nominated as a candidate for mayor by the district party conference.

After the elections in September 2011, however, the SPD formed a new counting community, which ultimately led to the SPD politician Helmut Kleebank being elected as the new district mayor. Hanke remained a district office member for the CDU and took over the departments of youth, education, culture and sport.

After new rumors arose in November 2012 about the discontinued proceedings against Hanke, which are alleged to have been spread by the former district mayor Birkholz, Hanke filed a criminal complaint against him on suspicion of false suspicion .

Ultimately, all proceedings against Hanke were dropped.

Mayoral candidate (2016)

In the run-up to the elections for the Berlin House of Representatives and the district assembly on September 18, 2016 , Hanke was nominated as a candidate for mayor by the CDU district party conference in November 2015. He thus stood against incumbent Helmut Kleebank, who ran again for the SPD.

In the elections, however, the CDU in the Spandau district slumped by 11 percent, whereupon Kleebank was re-elected district mayor by the district council.

Gerhard Hanke took over the areas of economy, social affairs, further education and culture in the new district office on November 30, 2016 as district councilor and was also elected deputy district mayor.

Due to the age limit for electoral officials , Hanke will leave the district office at the latest when the 20th electoral period ends in 2021. Assuming this, Hanke would then achieve an uninterrupted period of service of 29 years as a district councilor.

Private

Hanke is married, has two children and is a member of the Protestant Church . He lives in Berlin-Spandau and dedicates his free time to sports and culture.
