The elections for the Berlin House of Representatives took place on October 10, 1999.

As a result of the district reform, only twelve instead of the previous 23 district council assemblies were elected parallel to this election.

The governing mayor Eberhard Diepgen ran for the CDU as the top candidate for the fifth time . The SPD had earlier this year Walter Momper by primary election voted for top candidates, he could in this case against the group leaders in the state parliament, Klaus Boeger , prevail.

At the beginning of the year, a victory for the SPD was still considered certain, especially against the background of the 1998 Bundestag election . However, the SPD got into a negative trend at the federal level due to a generally unsuccessful start to government responsibility, which was manifested in a series of electoral defeats ( Saarland , Brandenburg , Thuringia and Saxony ) in September 1999 and ended with the Berlin election. In addition, Walter Momper's election campaign was not as positive as planned and Eberhard Diepgen, as the father of the country, was very popular.

For Bündnis 90 / Die Grünen the chairman of the parliamentary group, Renate Künast , and for the FDP, the state chairman, Rolf-Peter Lange , stood as the top candidate.

As a result, the CDU achieved 40.8% (+3.4 percentage points) and the SPD 22.4% (–1.2 percentage points). The PDS achieved gains of 3.1 percentage points and reached 17.7%. Alliance 90 / The Greens came in at 9.9% (–3.3 percentage points), while the FDP with 2.2% (–0.3 percentage points) was unable to return to parliament.

As a consequence of the result, the grand coalition was launched a third time. Eberhard Diepgen remained head of government, Walter Momper was elected Vice President of Parliament.
