The referendum on Tempelhofer Feld was held on Sunday, May 25, 2014 in Berlin . The proposal put to the vote was accepted by a majority in the referendum.

Referendum and referendum

In September 2011, in the Schillerkiez to the east of the park area, a citizens' initiative was founded under the title 100% Tempelhofer Feld with the aim of overturning the Senate's plans for subsequent use by means of a referendum and preventing building on the site. After the initiative has been presented, the open space is to be completely preserved for the public and not provided with new buildings for the state library, residential and commercial properties or the international garden exhibition.

Citizens' initiative 100% Tempelhofer Feld

The citizens' initiative 100% Tempelhofer Feld is committed to the preservation of the entire 380 hectare Tempelhofer Feld due to its efficiency and functionality in the natural balance, the peculiarity and beauty of its landscape, its recreational function, its cultural and historical importance, and as a place of remembrance of the victims of the National Socialism . The aim of the citizens' initiative is to permanently preserve the Tempelhofer Feld as an inner-city open space with special properties and functions, to develop it further in this sense and to protect it from dangerous and changing interventions.

The 100% Tempelhofer Feld initiative is committed to maintaining the airport site in its current form and not building it up.

Referendum

In order to enforce this goal against the majority of the Berlin House of Representatives , the citizens' initiative 100% Tempelhofer Feld organized a referendum . The draft of the law for the preservation of the Tempelhofer Feld (THFG) was submitted to the Senate Department on July 27, 2012. This version of the law did not contain any of the named annexes and no reasons. It was coordinated within the initiative and confirmed subject to individual, thematically already defined changes and additions. Any distribution or publication should be accompanied by this notice.

The subject of protection and conservation within the meaning of § 2 THFG are the following issues:

“The Tempelhofer Feld in its entirety is because of

  • its performance and functionality in the natural balance,
  • the uniqueness and beauty of its landscape,
  • its recovery benefit,
  • its cultural and historical importance and as a place of Berlin history , the flight and the commemoration of the victims of National Socialism of unique value.

It has this value regardless of public or private investment. "

The petition for a referendum was announced in autumn 2012, the collection of signatures began on December 18, 2012. As early as January 31, 2013, the initiative handed over 33,000 signatures, of which the Senate Administration confirmed a total of 28,147 as valid on February 18 The required quorum of 20,000 valid signatures was exceeded. Since the House of Representatives did not adopt the draft law by the end of the deadline on August 17, 2013, the initiative announced the implementation of a referendum. At the end of the deadline set for this from September 14, 2013 to January 13, 2014, around 222,000 signatures were submitted according to the initiative of the state election control.

Result

The referendum took place on May 25, 2014 together with the European elections. For the referendum to be successful, the majority of those who voted and at least 25% of those eligible to vote (i.e. around 625,000 Berliners) had to agree. This number was clearly exceeded. Of 2,491,365 Berliners entitled to vote, 1,149,145 (46.1%) took part, of which 739,124 (29.7% of those entitled to vote) voted in favor of the legislative initiative of the initiators of the referendum. In all districts of Berlin, the majority of participants voted for the citizens' initiative's draft law. The People's Law (ThF Law) came into force on June 25, 2014 after its publication in the Law and Ordinance Gazette .
