From the age of 7, Wagner grew up in Franconia . After an apprenticeship in bookselling in Fürth and the subsequent community service, he lived two times for several months between 1972 and 1974 in Cill Rónáin on Inishmore , an island off the west coast of Ireland . After returning from Ireland he worked half a week as a bookseller to make a living, otherwise he devoted himself to writing. A first story appeared in 1971.

In 1975 he founded the Nürnberger Blätter für Literatur , which he published until 1980. In it (1975) also the first publication by Gerhard Falkner . Until his death, Wagner worked on an extensive work on life around the Gaisburger gas boiler , the largest disk gas container still in operation in Europe, against the background of the aftermath of National Socialism.
