The law on energy services and other energy efficiency measures (EDL-G) is intended to ensure lower primary energy consumption and thus support climate protection . It is based on an EU directive and is aimed primarily at companies . Among other things, the law obliges larger companies to have their energy consumption checked regularly .

The energy service law came on 12 November 2010 as an Art. 1 of the law implementing the Council on energy efficiency and energy services into force Directive of the European Parliament and and was on 22 April 2015, through the Art. 1 of the law on partial implementation of the Energy Efficiency Directive and to shift the expiry of Section 47g (2) of the Act against Restraints of Competition has been comprehensively amended. The law makes the provisions of Directive 2012/27 / EU (Energy Efficiency Directive) binding for Germany. The legislation is intended to help achieve the efficiency targets of the EU member states, according to which primary energy consumption must be reduced by 20 percent by 2020. One of the core of the EDL Act, amended in 2015, is the obligation of companies that are not small and medium-sized enterprises to have their energy consumption checked by accredited experts at least every four years. One possibility is to meet this requirement through so-called energy audits . The Federal Agency for Energy Efficiency (BfEE), which is part of the Federal Office of Economics and Export Control (BAFA), is charged with the tasks necessary for the implementation of the Energy Services Act .
